If a person does significant work limited within district level for the benefit of society then I think should be awarded PADMASHREE. If does significant that helps people limited within a state may be awarded PADMABHUSHAN. And whose work that becomes beneficial for the people of our nation then he/she may be awarded PADMABIBHUSHAN. And if one makes our nation proud at international level then the person may be awarded BHARAT RATNA. I think this may be a criteria to select PADMA awardees.
