Dear Honorable Prime Minister, I would like to propose a system to streamline the relocation process for individuals moving to a new state for work or personal reasons. This system would involve setting up registration offices where individuals can submit key documents such as their Aadhaar card and address proof. Upon verification, a Relocation ID or State ID Number will be generated. This ID will: - Legalize migration and make individuals eligible for employment and state benefits. - Help prevent illegal migration and ensure individuals are tracked, which can be crucial for crisis management (e.g., during pandemics like COVID-19). - Enable data-driven planning for better allocation of resources and services across states. - Ensure migrants have access to social security, healthcare, and education, promoting equality and fairness. This initiative will help safeguard migrant rights, contribute to better governance, and improve crisis management capabilities. Thank you.

आदरणीय प्रधानमंत्री जी, मेरे अनुभव के आधार पर लिख रहा हूं की नगर निगमों में जहां पर पार्षद वार्ड का प्रतिनिधित्व करते हैं, यदि इनके अलावा एक नगर निगम में या प्रति एक सौ वार्ड पर कम से कम तीन से पांच केन्द्र सरकार के सेवानिवृत्त अधिकारी नामित किए जाएं जो उस नगर निगम के कार्य के बारे में सीधे रिपोर्ट मुख्यमंत्री को देंगे और उसकी प्रति मेल द्वारा केन्द्रीय शहरी विकास मंत्री के कार्यालय में भी अनिवार्य रूप से तिमाही समीक्षा के रूप में प्रस्तुत करेंगे। इससे स्वच्छता अभियान को लेकर सीरियसनेस लाई जा सकती है। जहां तक मेरा कोटा शहर का अनुभव है, नगर निगम, यूं आइ टी और के डी ए अपने कामों को सीरियसली नहीं लेते हैं। शहर में अधिकतर सड़कों पर गंदगी देखी जा सकती है, गोवंश पर कोई पाबंदी नहीं है और इनके साथ टक्कर लगने से वाहन चालकों की दर्दनाक मौत भी हो चुकी है। जहां कोचिंग छात्रावास हैं उनके पास ही शराब की दुकानें खुली हुई है जो कि सरकारी नीतियों को धत्ता बता रही है। ऐसे में इन सेवानिवृत्त अधिकारीयों को नगर निगम में नामांकित करके उनसे पूरी रिपोर्ट हर मसले पर लेने से समस्या का हल निकल सकता है।

आदरणीय प्रधानमंत्री जी, मेरा सुझाव है कि एक सर्वेक्षण किया जाए कि केन्द्रीय सेवाओं से सेवानिवृत्त कितने राजपत्रित अधिकारी किन क्षेत्रों में रह रहे हैं। क्या सम्भव है कि एक तहसील के लिए एक सेवानिवृत्त अधिकारी को नामांकित किया जाय (उनकी सहमति लेकर) जो सरकार द्वारा जनता को दी जा रही सुविधाओं का जायजा लेने के बाद जिला कलेक्टर को प्रति तिमाही एक रिपोर्ट प्रस्तुत करेंगे और इसकी प्रति प्रधानमंत्री कार्यालय को भी मेल करेंगे। प्रधानमंत्री कार्यालय में एक डेडीकेटेड प्रकोष्ठ इन रिपोर्टों को देखकर जिलावार और राज्यवार रिपोर्ट तैयार करने के बाद इनपर आवश्यक कार्रवाई कराने के लिए सम्बन्धित विभागों को टाइम बाउंड मेनर में अनिवार्य करते हुए लिखें। यह कार्य एक थर्ड अंपायर जैसे होगा और इससे सम्बन्धित विभागों और अधिकारियों काम को समय पर पूरा करने का दबाव भी रहेगा और केन्द्र सरकार द्वारा जनता को दी जा रही सुविधाओं में इजाफा होगा। यह इसलिए आवश्यक है क्योंकि सरकारी कर्मचारियों अधिकारियों पर अभी तक कोई भी दबाव बनाने का मेकेनिज्म नहीं है। अधिकारी क्योंकि सेवा निवृत्त होंगे इसलिए उन्हें किसी का डर नहीं होगा।

प्रधानमंत्रीजी, रोज़गार मुद्दा है, फिक्स सैलरी इंकम पर सरकार नियुक्तियां या जॉब निकाले, अच्छे कार्य करने पर 20% की वृद्धि पर 5 वर्ष पुनर्नियुक्ती करे, वेतन नियंत्रित हो, रोज़गार मांगने वाले शर्तें नही रखते, सरकार खुद शर्तें रख कर सर पर बिठा लेती है। सरकारी कर्मचारियों, अधिकारियों को कार्य से अधिक वेतन है, उदाहरण है वर्षों से नियुक्तियां ना होते हुए भी कार्य हो रहें है फिर भी वेतन और पेंशन का बजेट बढ़ रहा है, इसलिए 50% कटौती ज़रूरी है, कटौती की शुरुआत विधायक, सांसद और मंत्री इन्हीं लोगों से हो तो विरोध भी नहीं होगा, और पेंशन पाने के लिए खुद का निवेश ज़रूरी हो।
