Dear Modi ji, Security deposit should be taken When there are conflicts in other countries, Indian government takes immediate steps to evacuate thousands of Indians stuck there, on special flights, out of humanitarian considerations. Government spends crores of rupees for such operations. Generally, those who study in foreign universities are definitely not from poor background and those who work there also get better salaries than in India. All people, including the poor, pay various taxes to the government, which is required to provide basic infrastructure used by everyone. My suggestion is to collect a security deposit from such people, at the time of issuing visas. In case of the requirement of such evacuations, the government can fall back upon such security deposit amount, instead of spending the money meant for the welfare of the poor. If this amount remains unutilized, it can be refunded when they return to India for good. Many thanks, B.N.Bharath
