No one is taking care of mushrooming institutions which never issue even completion certificates after completion the course. They conduct fake exams and issue fake certificates which never carry any value when we are applying for jobs and even interview is not coming through after 45 years completion or after 6 months gap in IT Sector where the gained old knowledge always become obsolete and even before finishing the course, the knowledge gained through the course become obsolete because of fast technological developments and never a person get a job even for 8000 per month. This is very tragic since our population is ever bulging now beating China and people never bother about people who are isolated in terms of strength in population , with no financial income or wherewithal to stand against government or private institutions which follow their own policy in recruiting rather any standard policy throughout the country....just like one Agenda one Nation...This is now a euphemistic.

अतः आपसे निवेदन है कि मुझे समानता के अधिकार के तहत मेरे चयनित पद षिक्षाकर्मी वर्ग 03 (अब सहायक शिक्षक) में नियुक्ति, अब तक के वेतन भत्ते एवं सीनियारिटी सीधे शिक्षक पद प्रदान करने की महती कृपा करें।

(यशवंत कुमार साहू) ने अपने तर्क के समर्थन में उन्होनें नगर निगम भिलाई चरोदा द्वारा जारी आदेश दिनांक 23.06.2012 और 25.07.2012 के नियुक्ति पत्रों को संलग्न किया गया था। उन्होनें यह भी बताया है कि नियुक्ति में कुछ अनियमितताएं आयुक्त, नगर पालिका निगम कोरबा द्वारा की गई थी। यह देखते हुए कि यह समानता के अधिकार के आधार पर दावा किया जाता है कि, आयोग द्वारा नियुक्ति पत्र और मुआवजे के लिए उनके मामले पर विचार किया जाता है और उनके साथ हुए अन्याय के लिए मुआवजा दिया जाता है। लेकिन आज दिनांक 19.12.2022 तक राष्ट्रीय मानव आयोग दिल्ली के द्वारा किसी भी प्रकार का कार्यवाही नहीं किया गया है। दूरभाष पर चर्चा करने पर अधिकारियों ने बताया कि आपका केष क्रमांक 584/33/10/2021 दिनांक 23.11.2022 को ओपन हो गया हैं व 15 दिन बाद वेबसाइट में डाल दिया जायेगा। पुनः दूरभाष में चर्चा करने पर बताया गया कि आपका केश 01.12.2022 को ओपन होगा। फिर वेबसाइट में डाल दिया जायेगा। आज दिनांक 22.12.2022 को पुनः काल नंबर 14433 में काॅल करने पर बताया गया कि आपके संबंध में मेरे अधिकारी को बता देती हॅॅॅू।

छत्तीसगढ़ सरकार ने कहा है कि शिकायतकर्ता के आरोप निराधार है और उनके अधिकारों से वंचित/उल्लंघन नहीं किया गया है।आयोग के निर्देशों के अनुसरण में, शिकायतकर्ता (यशवंत कुमार साहू) ने दिनांक 26.06.2022 के एक पत्र के माध्यम से अपनी टिप्पणी प्रस्तुत की है। जिसमें कहा गया है कि कार्यालय मुख्य सचिव, छत्तीसगढ़ षासन और अन्य अधिकारियों ने मामले को रिकाॅर्ड में सत्यापित किए बिना तुच्छ रिपोर्ट प्रस्तुत की है। यह कहा जाता है कि सामान्य प्रशासन पत्र दिनांक 19.06.2012 के मद्देनजर माननीय छत्तीसगढ़ उच्च न्यायालय के समक्ष लंबित रिट याचिकाओं में निर्णय के कारण शिक्षकांे की नियुक्ति को रोक दिया गया था। आगे यह भी कहा गया है कि उनकी काउंसलिंग 29.06.2012 को होनी थी। जबकि सामान्य प्रशासन का उक्त पत्र आयुक्त, नगर पालिका निगम कोरबा को 06.07.2012 को प्राप्त हुआ था। इसलिए यदि नियम तिथि पर काउंसलिंग आयोजित होती तो उन्हें नियुक्ति पत्र मिला जाता। आगे यह भी कहा गया है कि यदिचयन जूलूस को रोकना था तो वह सभी नगर निगमों में किया जाना चाहिए था जबकि नगर निगम कोरबा को छोड़कर अन्य सभी नगर इकाइयों में शिक्षकों की सीधी भर्ती की गई

विषय- 1.समानता के अधिकार के तहत मुझे मेरे चयनित पद शिक्षाकर्मी वर्ग 03 अब सहायक शिक्षक पद में नियुक्ति प्रदान करने बाबत्। 2.यदि भारत देश जैसे लोकतांत्रित देश के राष्ट्रपति/प्रधानमंत्री/मुख्यमंत्री एवं राज्य व राष्ट्रीय मानव आयोग अधिकार आयोग एवं कलेक्टर कोरबा इत्यादि से मुझे न्याय आज दिनांक तक नहीं मिल सका के क्रम में। 3. संदर्भः- राष्ट्रीय मानव अधिकार आयोग दिल्ली में चल रहा मेरा प्रकरण क्रमांक 584/33/10/2021 के संबंध में आज दिनांक तक अंतिम फैसला न आने के क्रम में। महोदय, मेरे इस मामले पर राष्ट्रीय मानव अधिकार आयोग दिल्ली में दिनांक 30.09.2022 को राष्ट्रीय मानव आयोग अधिकारियों के द्वारा निम्न फैसला लिया गया। मामला शिकायतकर्ता के इस आरोप से संबंधित है कि एक शिक्षक के पद पर चयन होने पर काउंसलिंग के लिए पत्र मिलने के बावजूद पूरी प्रक्रिया को जिला/राज्य अधिकारियों द्वारा छोड़ दिया गया था। आयोग ने दिनांक 22.06.2022 की कार्यवाही के माध्यम से शिकायतकर्ता (यशवंत कुमार साहू) से 29.04.2022 की एक रिपोर्ट पर टिप्पणी मांगी थी जो मुख्य सचिव, छत्तीसगढ़ शासन से प्राप्त हुई थी।

Namaste sir. After 2014 DRDO got more energised with more contributions in all fields for the welfare of our Nation. More research works and PhDs have been conducted by Universities in Various Disciplines. DRDO may also give important topics for the need and Development of our Nation Instead of research on old topics to upgrade the qualification. PhDs must be done in view of country's Development and for the Employment of Researchers. This is the right time to take initiative in PhDs regulations. More PhDs are not important and selective topics with more innovations are very much needed. It will also be more useful for the researchers to get employment. Like DRDO,other Ministries may also give the topics for upgrade their fields. Definitely it will give more contributions for the Nation. Researchers will also get Employment.
