आदरणीय प्रधानमंत्री जी, देश में बहुत से लोग बहुमंजिली इमारतों में रहते हैं या ऐसे स्थानों पर रहते हैं जहां पर स्थानाभाव के कारण सौर ऊर्जा प्लेटों को लगाना संभव नहीं होता है परिणाम स्वरूप ऐसे लोग चाहकर भी सौर ऊर्जा का लाभ नहीं प्राप्त कर पाते हैं। मेरा इसी संदर्भ में सुझाव है कि ऐसे लोगों के लिए भारत सरकार अपनी तरफ से आगे आकर लोगों की उपर्युक्त समस्या के समाधान के लिए कोई ऐसी व्यवस्था करें जिसमें इच्छुक व्यक्ति जितने भी किलो वाट का सौर ऊर्जा हेतु सौर पैनल की स्थापना करवाना चाहता हो सरकार किसी संस्था या स्वयं की किसी एजेंसी के द्वारा इन सौर पैनलों की स्थापना किसी सुलभ स्थान पर करवाएं तथा इससे संबंधित जो भी खर्चा आए वह इच्छुक व्यक्ति से प्राप्त करें एवं इससे बनने वाली विद्युत आपूर्ति के सापेक्ष उसके मूल्य के 75% भाग को वह व्यक्ति जहां भी रह रहा हो उसके विद्युत बिल में समायोजित कर लिया जाए एवं बचे हुए 25% उत्पन्न हुई विद्युत ऊर्जा के मूल्य का उपयोग ऊर्जा प्लांट के अनुरक्षण एवं भविष्य में किसी भी टूट-फूट के लिए इंश्योरेंस एवं जमीन के किराए के रूप में प्राप्त कर उन्हें यह सुविधा दे सकती है।

NRE for NRE – Financial Support to Returnees There are returnees from abroad with very good financial security as well as returnees struggling for their survival. We can support the struggling returnees through the support of those who are still in abroad. They are always willing to support. • Based on the Bank Balance of NRI, a nominal collection can be made on a slab-basis of the Balance in the accounts. • An option can be provided for a voluntary contribution at a minimum rate (of Rs. 75/-) per month, and NO maximum limit. - These collected amount can be utilized for the support of returnees for their financial support through loans / schemes - for investments, etc. - Those employed through this Scheme can be charged a one-time fee.  The repayment amount received from the borrowers can be allocated to those NREs from whom the amounts have been collected, with a minor bonus / interest.
