To reach the poorest of the poor, the Ministry of Housing and Urban Poverty Alleviation, Govt. of India, proposes to expand the scope of present scheme National Urban Livelihoods Mission which covers only 790 bigger towns in the country. Following the philosophy of Antyodaya, this mission will be expanded to cover all the 4041 towns in the country so that benefits of the scheme reach urban poor in every nook and corner of the country.  The Mission will help the urban poor to improve their livelihoods by offering concessional loans for setting up micro enterprises, skill training and mobilization of women into self help groups. It will also provide infrastructure for street vendors and shelters for homeless. The expanded Mission will be embarked on 25th September 2014, the Birth Anniversary of Pandit Deendayal Upadhyay, the stalwart who pioneered the idea of Antyodaya.
