Option 3 seems to be a better choice as the second option gives a feel of WINDOWS 8 homepage and first option relies more on images whereas option third is a good mix of images and text.

Respected Sir, 'Option 1' appears to be the best webpage design, as it presents the objectives and features of the 'Programme' in the most coherent and effective manner. It is well designed, easy to comprehend and navigate. Emblem / Satyamev Jayate may be added on the top left corner and further name of the Ministry may be mentioned in the left corner at the bottom of the page, to give surfer the clarity that it not a private website. Best wishes, Rajkaran Singh Bhatti 9780005656

Option 2, my reasons for selection - Most suitable for multi-mode access (touch screen - tablets and mobile phones, desktop/ laptops) - 'In your face' access to zones (read information), no need to search/ scroll through menus as in legacy applications - Creative, Stylish, Neat
