Option 2 - I think this option is far more superior than others in terms of aesthetics and modernity. When we say 'Digital India', its website also needs to be contemporary, futuristic and unconventional.

Option 1, minimum distraction of a reader and helps one focusing. Option 2 images may mislead. And considering multiple access of this site I.e. via mobile browsers, I-pad, lap top etc.....option 1 though sounds a little legacy application still is simple and worth keeping in mind all aspects of people going to surf it. Option3......stands no where.

Option-2: It does seem a lot more modern and different from most other websites. To give our nation a name on the big stage, we must come up with such unique webpages which appeal to almost anyone who visit this site.
