The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Plz create G.P/Block wise official fb page and telecast live from MGNREGA worksite for job card labour attendance. Because in Assam without labour making huge Mroll bill and after withdrawn amount earth filling with truck/dumper in night.All officials staff nd Jobcard labourers are engaged with this corruption. Jobcard holder get 200/- per weekly payment.

a)a)Currently there is huge resistance in the transaction process, which can lead normal people to panic and disgrace this wonderful piece of innovation by Mr. Nakamoto. The government should reduce hurdles for startups trying to innovate in this segment and watch the activities in this community closely.

a) I would first point that banning VCs is not an option at all. That would do more harm than neutral. Now for it to be regulated, I believe the infrastructure in India and even in the world has not become strong enough. The ecosystem is growing, startups are innovating potential solutions to allow safe exchanges and storage. We should let this ecosystem to grow and observe the inclusion of required updates in the software(like fork in Bitcoin to increase block size).

Bitcoin's Indian market prices have always been trading at a premium of 10-20% premium with the global market, especially USA. I'm that our INR is devalued in relation to foreign currencies, especially USD. Request experts to consider this aspect, on whether the crypto currencies will affect the valuation of Indian currency at the global market place.

VCs are the future and base of DIGITAL INDIA.It will definitely help to become our nation Developed countries like Japan nd USA... They have accepted VCs as a one of the form of Currencies..

Bitcoin तथा TCC-The ChampCoin को रेग्युलेट किया जाए क्योंकि यह भविष्य की करेन्सी है। और अभी जो सरकार है मोदी जी की उनका यही सपना है की इंडिया को डिजिटल बनाया जाए और cryptocurrency का इसमें सबसे बड़ा योगदान रहेगा क्योंकि यह पूरी तरह से सुरक्षित है। सरकार से मेरा यही निवेदन है की इसे रेग्युलेट किया जाए। अगर बडे बडे देश cryptoCurrency को मान्यता दे रहे है तो india मे भी मान्यता दिया जाना चाहीये, जय हिन्द

Dear Sir, We have to authorize Crypto currency as legal assets bcos it is next generation of economy and one more step along the way of cashless india. dear sir we know that there are many drawbacks with virtual currency but if Japan can remove these drawbacks then why we cant? Its simple and faster way of banking and transactions. Blockchains are fully summarized with transactions then no one can hide or increase black money. Also govt. Gain lots of revenue through this transaction.

Cryptocurrency should be regulated by Indian Government.I think if we want to make our India digital than we should accept this latest technology of Digital Crypto Currency regularize it.
