sir the rates of diesel and petrol should not decreased further instead form an oil pool in which the extra income should be collected and should be used when the price in international markets increases. this way we sell the oil at constant price for long time thus can avoid fluctuation.As i think by keeping constant rates for long time we can avoid dips and up in rates of other articles also . Sir this is such an issue it req.multifaceted,multilayered approach over several years it to my understanding req.incentives to poor ,punishment,intimidation to the responsible because it is not only the poor but the very educated also are involved.and most imp.unless education is not made available to the last person change will be very slow.
