The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

डिजिटल पेमेंट्स कार्ड्स - कार्ड्स की लिमिट हो यदि उससे अधिक पैसा निकले तो ग्राहक को बैंक सूचित करे कॉल करके और पिन नंबर दो बार आना चाहिए पहला पैमेंट हो गया उसके बाद 15 मिनिट बाद अब उसके अकाउंट में ट्रांसफर हो रहा है इससे ग्राहक को सोचने का समय मिलेगा उससे व सोचता है पेमेंट करना है या नहीं सर आपने जो घोषणा की है की बैंक लोन देगा कम ब्याज पर, बैंक ऐसा नही करते है आप इसके लिए भी ऑनलाइन अप्लाई करे और ऑनलाइन लोन मिले जिस बैंक का नाम आएगा उस बैंक को लोन देना होगा कम ब्याज पर जिससे घुश खोरी कम होगी

Less Cash to Megre cash to Cashless transactions: Payments through cash must be higher than through cashless means. It is reverse today in the market.

COST IS REALLY A FACTOR. ABOLISH ALL THE CHARGES ON CARD PAYMENTS. ITS COST CAN BE BORNE BY ANY GOVT AGENCY OR MERCHANT CAN BE PAID BACK THE COST IF THEY BEAR THE SAME. IT WILL REDUCE THE CASH HANDLING COST OF GOVERNMENT.

Less Cash to Megre cash to Cashless transactions: Make sure no extra charges for customers use want to pat through Credit cards/ Debit cards/ any other e-wallets. Many shopkeepers charge extra for such payments. Give big advertisements so that everyone must be able to question such businessmen. Net connectivity must be easily available. No separate recharge for talktime & Net balance. Recharges must be inclusive of talktime & Net. In this also should not have time bound recharging.

Please make all credit card/debit card transactions up to 500 Rs without any transaction fees. At present merchants are not accepting credit/debit cards below 300 to 500 RS due to transaction fees. Encourage use of RUPAY card so that transaction fees will be less. Another advantage is all this earning will go to Indian kitty as RUPAY is an Indian company. Start accepting all government revenue payments through digital way only and impose some extra fees on Cash transactions.

The metro smart card of Delhi Metro should be promoted as pre-paid card. It should be possible to use this smart card for ticketing in railways, buses, Toll Tax and also taxis, autos and shops for small purchases. The metro smart card should be same throughout the country for all metros.

goverment have to make group of peoples who want to teach how to become cashless because in rural india cashless is not popular so goverment have to teach them benifits of cashless

At present there have been many cases, where Indian debit or credit cards have been used fraudulently outside India. This results in massive inconvenience to the card holder to get the money back from the bank. Reserve Bank of India should instruct the banks to implement software authorization which can block the use of cards outside India. The authorization to allow use outside India when card holder is travelling abroad should only occur after written approval of card holder.

give benefit of cashless to each and every user who uses it irrespective of amount. give cash back to people paying 1000 rs electricity bill by cashless method instead of those giving it in cash. also remove income tax as this is the sole hindering factor in people using cashless transactions as people are of habit of not wanting to pay tax. Instead impose a banking transaction tax as originally proposed. I too is not able to file my income tax return since i have stopped filing 4 yr ago.
