Foreign Educator Regulatory Bill-A ray of hope or despair for improving quality much awaited in higher education. It boasts certain advantages like boost to research work, reduced brain drain and prodigious infrastructure promised to students but suffers from disadvantages like profit repatriation, salary to local professionals and faculties, enormous land size required and greatest being threat to Indian Universities. The bill is being discussed at length in the following PDF file.

I think there is a need of amendments in RTE-09, particularly responsibility of parents should be fixed to send their child to school regularly. All benefits from Gov.(i.e. Subsidies, ration..etc) should be stop for parents who not send their child to schools.

In my opinion, sarva siksha abhiyan (ssa) a centrally funded scheme, is totally failure. No teachers attend in government primary schools in connivance with officers and public representatives. It is suggested that these ssa funds be transfered directly to the accounts of BPL families on the basis of number of their wards (male/female). They will get their wards admiited in some better alternative public schools to get the quality elementary education.

The College students union election system should be abolished , instead the nomination should be done by the College authority. Separate guideline must be there for nomination of students to the Union.

Provision for Special and sufficient grants towards maintenance of equipments (By AMC) should be there and for the management of the automation system in the Colleges ,separate technical manpowers should be appointed.

All Colleges should be automated w.r.t Library , Accounts , Fees Collection , Examination , Academic matters,File Creation and movement etc. by a common web based standard software , after developing required infrastructures like Computers with LAN , High power backup , data communication (V-Sat) , A/C fittings , office modernisation. etc.

Provision of Online consultation with the experts regarding the audit procedure and about the guidelines of different schemes of UGC & other funding bodies should be there.The major problem in utilising the UGC grant is for the building projects.For plan/estimate and execution of building grant in Private aided Colleges there should be a central body because all most 80 % of the Colleges in rural area faces difficulties in utilising building grants of UGC.

In recruitment process if non-availability of candidates with desired qualifications , then alternative provisions must be there to prepare a panel of staff at least for 3 years i.e. avoid frequent and yearly recruitment.

The teacher ratio should be considerably increased.Better 1:20 (teacher : student).Disparity in paying salary to teaching and non-teaching staff should be minimised.All employee should get salary from the Govt. with the same status or category. That means the different types(w.r.t salary) of employees in one organisation should be abolished.The recruitment power of all types of employee should be with the Central Govt. The recruitment process must be quick and fair and panel based.
