India has an estimated 20.9 lakh people living with HIV. However, nearly 30 -35 percent of these do not know there HIV status. After a person gets infected with HIV, there is a long asymptomatic period of 5-8 years when infected person may not have any symptoms till his immunity goes down significantly and he start getting different opportunistic infection like TB, diarrhoea, fungal infection etc. Hence most of the HIV infected persons present to health system in late stage when immunity is very low and their response to treatment may not be optimal. Also during this long asymptomatic period of 5-8 years, though they are infected but may not be aware of HIV status and are capable of spreading the infection their spouse or others if they continue to indulge unprotected sex.

Early detection of PLHIV is beneficial for patient himself as he can receive timely appropriate treatment including ART as well as for the community to stop further transmission of HIV.

We invite suggestion from community/ NGO/ CBO/ Civil society and public at large their views/ ideas on How to facilitate early detection of People Living with HIV (PLHIV) and put them on ART as soon as possible.

Make a free HIV medical campaign through out India , starting with bigger cities and metros and slowly moving out to villages and the basic India. Why don't we treat it the same way we looked upon Polio and other such diseases ? We Indians are much more comfortable in joining the mob trend and following orders from higher authorities than taking any initiative of our own. So let the governing bodies make such trends and let the whole India follow.

Dear Sir, We have lately been reading about Ebola scare at Delhi, we are shocked to read about the handling of this case. People who have been in contact with him like flight attendants and other passengers have been voluntarily asked to come forward stating their health after so many days... Its ridiculous. So we request you to ensure that all the airports and ports need to be examined with proper precautions.

After testing the blood, the result shall be given to the people confidentially by the above same method. At that time the advice about precaution methods to avoid HIV infection shall be given to the people’s thro printed notices. This will give better results sir. Submitted for your kind perusal. After ensuring the awareness of the message from the peoples, the blood test camp shall be conducted thro by an appropriate announcement at all places either by the government body or by the government authorized private body @ free of cost. contd..

These kinds of notices should emphasize about the importance of HIV testing in advance is very mandatory to eliminate the HIV from the beginning stage. The distribution of these kinds of notices shall be taking care of the either by the government body or by its authorized agent to all the peoples at our nation. contd..

In order to overcome this issue, the proper explanation of HIV should reach to the people by giving notices to all the peoples by door to door canvassing method because, peoples are hesitating to come forward to attend the HIV public meetings. In the notice it self, it is very mandatory to mention about the treatment available for HIV positive people and the HIV shall be totally eliminated from them if it is found in advance. contd..

Respected Prime Minister Sir, My suggestion to facilitate early detection of people living with HIV as follows 1. Sir, all most all our peoples are not showing interest to test their blood especially for HIV testing because they feel that the HIV is a separate disease from other and if the result is found positive, they feel that their name in the public will get spoil. Even in the villages, the peoples are not showing interest to participate in the HIV awareness program. contd..
