Existence of insanitary latrines is the root cause of manual scavenging. As per the ‘Houselisting and Housing Census Data, 2011’, there were about 26 lakh insanitary latrines in the country in 2011. All existing insanitary latrines need to be identified and either demolished or converted into sanitary latrines under the provisions of the MS Act.

What innovations can be used to convert insanitary latrines into sanitary latrines in shortest possible time?

Rotary Clubs of Australia are helping us in a big way and they agreed to support our Hon. PM's call to build Toilets in villages and Schools. Rotary Club of Rosanna and District Governor Rtn Patti Bulluss (Honoured with Order of Australia Medal) heard PM's 15th August Speech to Nation and when I shared my work for a village school and plans of constructing toilet blocks they readily agreed siting Mr PM's speech,so I felt proud that even foreigners are following our PM so close.I will share pics

I am happy to inform that taking the initiative forward we are going to handover six toilet blocks in a village school in District Ballia. It is a joint initiative by Rotary of Rosanna(Australia) and ours. Unfortunate part is that we are unable to contact local MP Mr Bharat Singh for inaugural function on 8th November. Would Hon PM Mr Modi will join as he is in Varanasi, close to us.I would request Hon PM Office to issue an appreciation Certificate for Rotary Rosanna for their support.

1) The State Govts. should not report misleading figures. The actual figure is 13 lakh scavengers but the reported figure is 2 lakh 2) Free and compulsory education for children of scavengers so that they can move out of this hereditary practice and acquire skills needed for other occupations 3) Making the rural and urban local Govts responsible for enforcing the 1993 law 4) A Development Action Plan for liberating and rehabilitating scavengers 5) Using technology for avoiding direct contact

Pradhaan Manthi Jandhan Yojna is a good step in the way to avoid menual intervention. Similarly we should use camera for trafic survilience. Request/Report/Case should be filed online and assigned officer should give his update on the same but if the case is being closed by office the person (filed the case/request/report) should give his confirmation on the same. Gov. should directly purchase from farmers for better benifit of farmers, gov. and buyers. Maximum Public dealing should be online..

Sir, I have no idea if any attempt is being made to involve panchayats and womens self help groups in villages . The latter especially are very communicative and united.. An appeal to them to their sense of pride and responsibility will work wonders. perhaps a competition for the cleanest village, taluk, district, city and state can be initiated? A real competition with outsiders as jusdges who cannot be influenced and play favorites.

Apart from that, where communities are using insanitry toilets, they needed to be converted to Sanitry ones by NGOs or Gram Panchayat. The second essential part is availability of Water to such area. Again, we need a good campaigning on the issue so that importance of using Sanitary toilets. On the otherside, we need to provide social justice to the people involved in manual scavenging through time bound programs to uplift them.
