Existence of insanitary latrines is the root cause of manual scavenging. As per the ‘Houselisting and Housing Census Data, 2011’, there were about 26 lakh insanitary latrines in the country in 2011. All existing insanitary latrines need to be identified and either demolished or converted into sanitary latrines under the provisions of the MS Act.

What innovations can be used to convert insanitary latrines into sanitary latrines in shortest possible time?

There are 3 types of areas where the thrust of sanitation(stoppage of open defecation) has to be made . They are Urban Rural and Rurban, In rural areas more motivation , information and education is required while in semi rural areas the pressure of individual housing and neuclear families lead to shortage of space and untreated waste in open areas leading to mosquito breeding areas.

Dear Sir, I have seen Indian Police ( any ranks) when they buy anything from small shops or travel by auto or bus, they just say police and they don't pay for the things they bought or buy any tickets. I would request you do something in this regard.

Lay more emphasis on education and the problem will resolve itself. Construction of toilets is not going to achieve much, unless people are educated and know the utility of a toilet. Many of the toilets constructed in the villages of Haryana by the previous govt are used by the villagers for storing fodder. Educate the masses first.
