First of all why only lower castes should engage in cleaning and scavenging? why not upper castes? intense discrimination should stop.Some times even seeing cleaning as nasty profession by upper castes and even today children belongs to sanitation workers are not allowed to eat and mix with other caste people? this has to change ? govt has to improve their conditions such as increase their salary significantly(3 times the present), provide free education to their children till graduation,etc.

I have a suggestion with regard to the soakage pits to be constructed for rural latrines. Instead of makin them out of bricks it would be cost effective and faster if a fiber glass tube is designed for this purpose. This tube with holes on the periphery could be easily inserted into a hole in the ground.
