A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. As, the indigenous availability of crude Oil and LPG is limited, these are imported in huge quantities to fulfill the demand of the country.  As Govt. provides domestic LPG and PDS Kerosene on subsidised price, this results in huge subsidy burden on Govt. Due to presence of dual pricing(subsidized and non-subsidized) in LPG and SKO, there is a diversion of subsidized LPG and Kerosene into commercial usage. Although Govt. has taken several initiatives to reduce this diversion of subsidized LPG and PDS Kerosene, public participation is solicited to suggest ways for reducing diversion in LPG and PDS Kerosene.

You are invited to suggest ideas to reduce diversion and the subsidy burden on account of LPG and Kerosene.

Main problem lies at heart of cross check and tally system. Direct taxes.indirect taxes,land records,subsidy all have to be cross checked on real time basis so it can be ascertained if a person needs subsidy or not and there has to be equally effective administration against economic rent seekers in order to achieve efficiency. Bribes and pilferage are golden goose for goverment servents and system manipulators alike.

targeted subsidies have their inherent problems because in india majority dont declare their correct incomes and neither pay taxes. Enforcement at commissionarate levels is hopeless rather they target complainent in both direct and indirect taxes. So praactically majority of deserving are in govermennts data BPL/poor family and data is not cross checked of adhaar and direct and indirect taxes in majority cases as well and no land record and shops/commrcial premises are visible on records

just targeted subsidies wont help you also need tax enforcement and majority officers are corrupt so you are going to face with huge subsidised bill anyways.

I had in my personal experience in north india complained to company many times. distributors resorted to using muscle and scaring household ladies. Even police is sometimes hand in gloves with this stuff.Only way to deal is completely remove subsidies on kerosene and LPG and make it par with commercial and track LPG to end consumer and tally supply with orders on real time basis. Establish state flying squads so that distributors can be locked up in jail its time to deal tough.

pilferage lies at distributor level and lack of tracking. Companies dont tally consumer orders given by receipt and cell phone/internet with how much cylinders are supplied to their distributors and there is no mechanism to track delayed supplies to end consumers. you can add a number where a consumer can complain or give a miss call to confirm that he received the cylinder. Distributors and dealers have grown so notorious that they are overriding company notifications.

Kerosene pilferage is widespread as subsidies are not targeted so rationing shops sell it at added margins to non deserving while deserving are left to fend for themselves.

Induction stoves is a latest novel way to replace LPG,Kerosene etc.Govt should encourage DRDO to reduce the cost of each stove to 500 rs and allow private firms to produce and market it.Also develop small solar panel with battery to provide electricity for this induction stove at cheapest as possible. Give complete tax exemption for the sales and production of induction stoves. Provide induction stove for each PDS holder for monthly installments & collect during their purchase in Ration cards.

The Government should banned all petroleum products.In this way,all the cars(which run on petroleum products)of India will be sold to the other countries and for transportation India should only use cars,motorcycles,trucks,which run on electricity or solar power.So,Indian Government should increase the subsidiary of the solar panels to a huge extent.In all this way the pollution will reduce to a huge extent and also Indian Rupees value will increase compared to foreign currencies.

remove differential pricing for commercial and domestic as early as possible make single pricing police & those with adhar will get subsidy others will have to buy at market rate. and increase network immediately. new distrubtorship advertisement should come at earliest. and commissioning should be immediate too. competition improve service standards.
