We are spending a lot on processing sewage water, at the other hand, we have lower levels of underground water. I have a cost effective suggestion. During the carriage path of this water from societies, make outlets into pits in earth similar to rain water harvesting. The remaining disposal is a best form of natural fertilizer.

Drip irrigation, mulching etc to be made aware to the farmers.
Allow people to save water and sell it in local markets to government agencies, quality checks by third party. ( Just like AMUL cooperatives, have water cooperatives).
Tax incentives to start ups in water purification and management industry.

We have an advantage of our country being surrounded by Sea, and this Sea Water which can be very easily purified to a level that can be used for farming, instead of using MNREGA for digging pots to save water for the future, 50% resources can be diverted in putting water lines to purify and push water to the farm lands. We might need to chalk out a plan to do this, and the network has to be built in a way that Marathwada should be served by the nearest Seashore, similarly For MP.

Rain water harvesting is need of the hour.. Even though it's known thing.. But question is about its implementation successfully..
I have an idea of utilising the railway platform for this cause..
We have hundreds of junctions where platform has large built up area.. Many cases it's been covered by roof top..
If we utilise roof top area and collect as much as water and store it in storage tanks located below..
So aim should be to make stations self sustainable on its water consumption.. Ravi

Increase canal irrigation, build more dams for power but separate agricultural feed (as under DDUGJY), mandatory and incentivised rainwater harvesting, watershed development, research in Silver Iodide Cloud seeding.
Most important awareness amongst masses by social media, nukkad natak, advertisements.
Award well performing states in Finance Commission devolution.
Hydrological data sharing with all neighbours.
Scale innovations for drinking water like drinkable book in Africa, corn cubs, PMMA

Make rain water harvesting mandatory for construction of any building, residential or commercial. Dismantle all Dams which are not useful and provide de-silting facility in all dams. Even a household water tank of 1000 liter capacity needs cleaning once in 6 months due to silt accumulation. Imagine the amount of silt that would have accumulated in our dams most of which hold thousands of liters of water and are at least a few decades old and have never been desilted/cleaned.

Mera suggestion hai ki agar is tarah ki vyavastha kari jaaye ki desh ke sabhi village apne aap me self —sufficient ho means ke had ek individual village ka apna natural water treatment plant or reservoir ho Jo poore village se nikalne vale waste water ko clean aur store kar sake isse local farmers ko paani bhi asani se milega kehne ka MATLAB ye hai ki bharat ka hair village apne aap me ek complete single unit ki tarah work kare

आप के प्रयास मातृ शक्ति सफल करें, यही प्रार्थना।
देश के विकास के लिए सबसे आवश्यक जो प्रयास है,
उस में एक है जल की समस्या।
उसके लिए आप के सामने एक सुझाव रखना चाहता हूँ,
पुरे देश की जितनी भी नदियां है, उनको नदियों के पास में जो नाले हैं उनसे जोड़ दिया जाए,तो कहीं बाढ़ आ रही है तो कहीं सुखा पड रहा है।
कृपया आप आप के सुझाव पर दृष्टि क्षेप करें यही प्रार्थना
