Sir Ma'am, We need to introduce a system where #IncomeTax payers are recognized & rewarded, while increasing spend. Encourage them to spend more in target goods/services by giving them a “tax-back” proportionate to the amount spent. #IncomeTax payers can declare their PAN on purchase and a % of amount spend should get credited to their #IncomeTax account. The applicable goods/services can be changed YoY, like #Automobiles this year, #Airlines next etc etc. Will also reduce benaami purchases.

Government should award honest tax payers. Like they should reserve some seats in public transport. Separate queues for them in public departments and other. This would encourage other people to submit their items and a new culture would develop.
