गांवों तक ब छोटे शहरों मैं स्वक्षता पर कोई भी ध्यान नही दे रहा उसको सकती से लागू करें बजट में प्रावधान रखे

१)आरक्षण से क्रीमी लेयर को हटाना होगा तभी ये पूरी तरह से निचले वर्ग को लाभ दे पायेग २) १० बीघा से कम भूमि को छोड़कर सभी किसानों को टैक्स पेयर बनाएं ३) चुनावों मैं घोषणाएं करने पर पाबन्दी लगाएं

"संपूर्ण शासकीय तंत्र मे से केवल 2 ईमानदार व्यक्तियों को खोजने और राष्ट्रपति द्वारा उनको सम्मानित करने के लिए बजट मे जगह मिले। उस खोज में जो खर्च आये, वह सही मायने मे राष्ट्रीय बजट की सार्थकता होगी। प्रोग्राम का नाम National Honest Award scheme रखा जा सकता है।"

Due to character limit, I am posting my comments in 4 different posts. 4. Please do not add further tax burden on genuine tax payers, every year taxation is increased in one way or another for these individuals. These are the only individuals who are running this country and if this trend continues such people will continue to leave this country(most of people in my network have already left), putting further burden. Govt should instead make efforts to make lives of these individuals simpler & rewarding. It is understandable that govt has put lot of efforts in the past to extract money from corrupt & reduce unnecessary expenditure and they did not provide desired outcome. We need to re-look how we can solve these problems like tax evasion(both at an individual & business level) in a smart way and invite folks from all areas to solve this menace. This should a singular focus for Finance Ministry in the upcoming years. Talk to any shop keeper, he proudly says I pay 50% GST !

Since there is a character limit, I am posting my comments in 4 different posts. This is part 3. 3. The economic survey of 2020 has already called out that innovation is the key for us to grow in next couple of decades. We need to innovate on next gen advancements in Technology & Medicine and build home grown solutions. The problem so far is we have not mobilised our resources in the right direction. e.g our premier technical / medical institutes are not putting efforts to bring actual ground level impact and are instead busy in publishing papers for their personal growth which is not bringing tangible impact. This is one of the reason why western countries grew a lot. Defence is a classic example. We have enough tech. expertise but we are not channelising our resources and still relying on importing this tech from France. Such investments create jobs for both niche professionals (tackling brain drain problem) and blue collar market. This needs to be planned effort before budgeting.

Since there is a character limit, I am posting my comments in 4 different posts. This is part 2. 2. Increase expenditure in public health infrastructure. This needs to be done in a planned fashion before simply putting out a budget. Increase awareness about Ayushman Bharat among targetted audience (most people are still unaware) & simplify the regime to enrol in it.

Since there is a character limit, I am posting my comments in 4 different posts. 1.Tax payments on both ESOPs and RSUs(from public listed Indian / foreign companies) should be paid during sale of stocks only instead exercise of stocks. Current early taxation policy puts a lot of financial burden on individuals and many end up not taking it's full benefits or suffer huge losses as well. Also taxation should completely be on capital gains instead of considering it part of income. These are important wealth creation tools in current context. I want to bring another important insight to explain this - 58 years is no longer the retirement age, working in private organizations has become more like working on sports / entertainment industry which is short lived upto 45 years and average life expectancy has increased to 75+ years. So it is important that people should be able to save as much as possible in their working age. And tools like ESOPs, RSUs provide a much needed cushion.

We should think of gathering the information of asset in place of income. A shift should be towards Return of asset than the Return of income. Increase in assets beyond threshold limit say 5 lakhs should attract tax. By this exercise we can eliminate all sorts of tax concessions which are often misused. The agriculturists having huge accumulations shall be mandated to contribute to the national exchequer. I can share further details if this idea seems acceptable. sskelkar99@yahoo.com
