Release of Draft 5th National Science, Technology, and Innovation Policy for public consultation

As India and the world reorient in the present context of the COVID-19 crisis, a new Science, Technology, and Innovation Policy (STIP) was initiated at this crucial juncture during mid-2020. For India to march ahead on a sustainable development pathway to include economic development, social inclusion and environmental sustainability for achieving an Atmanirbhar Bharat'', a greater emphasis may be needed on promoting traditional knowledge systems, developing indigenous technologies and encouraging grassroots innovations. The emergence of disruptive and impactful technologies poses new challenges and simultaneously greater opportunities. The COVID-19 pandemic provided a compelling opportunity for R&D institutions, academia and industry to work in unison for sharing of purpose, synergy, collaboration and cooperation.

The new Science, Technology, and Innovation Policy aims to bring about profound changes through short-term, medium-term, and long-term mission mode projects by building a nurtured ecosystem that promotes research and innovation on the part of both individuals and organizations. It aims to foster, develop, and nurture a robust system for evidence and stakeholder-driven STI planning, information, evaluation, and policy research in India. The objective of the policy is to identify and address the strengths and weaknesses of the Indian STI ecosystem to catalyse socio-economic development of the country and also make the Indian STI ecosystem globally competitive.

The new policy, STIP, revolves around the core principles of being decentralized, evidence-informed, bottom-up, experts-driven, and inclusive. Also, it aims to bring in the concept of dynamic policy with a robust policy governance mechanism incorporating features such as implementation strategy, periodic review, policy evaluation, feedback, and adaptation, and most importantly, a timely exit strategy for various policy instruments.
Keeping above in view, a STIP policy document ver 1.4 has been finalized and placed here after a detailed 4 track process of consultations during last 6 months beginning from May 2020. The process so far involved nearly 300 rounds of consultations with more than 40,000 stakeholders well distributed in terms of region, age, gender, education, economic status, etc. The STIP Secretariat was coordinated, supported, and guided by the Office of PSA, NITI Aayog, and DST. The formulation process, by design, envisioned as a very inclusive and participative model with intense interconnectedness among different tracks of activities.

Need to setup one science museum in all districts where everyone can visit and participate in day2day real life science activities along with other information

कक्षा 11वी और 12वी के छात्र व छात्राओं को नयी तकनीक की खोज के लिए प्रोत्साहित करना चाहिए साथ ही विद्यालयों में उन्हें नयी आविस्कार के लिए सहायता और स्थान प्रदान किया जाना चाहिए।

The inspiring stories of great scientists from all over the world should be on a regular telecast on National media in very interesting way to motivate the all to do something in life as a scientist. The scientist doesn't mean only , who invent or research something in Labs. But everyone , who find out a right solution for daily routine problems faced by many , is also a scientist. The basic purpose of science should not be limited to only labs and journals , but implementation at ground level.

government should introduce subject and topics like use of AI , technology with software , automatic working through computer or software running machines and system . by doing so many thoughts can come to out which will help to reduce corruption , better implementation of government schemes so that every illegible can get benefit of scheme and one should not have give money babu and officers for the same

Science and Technology Social Networking Portal may be created wherein students, researchers may post topics for discussion invite people to join in any particular individual or industrial project/research. Freelancing options may also be included. Further, such platforms may host competitions such as robotics etc wherein people can make teams and join in the competition. Basically, such portal may provide an entire ecosystem/social networking for science and technology enthusiasts.

To motivate the young students after 10+2 , towards joining science streams like physical and basic sciences , the State Govt should introduce , special incentives like scholarships irrespective of caste, reservation etc along with excellent lab facilities etc. It will boost up the morale of the young generation for engagement in R&D institutions. Also good opportunities and scopes should be available in jobs and entrepreneurship.

I have found in my search that frequent hunger is a kind of disease. The body feels hungry only when the body is weak or immunity is low, if a man eats for even a time, he will not feel hungry and still be healthy Earlier yogis and sages lived a long time without eating.During the time of Karona I felt very well staying at home because I was away from the crowd In the crowd, I felt that my hunger increased and the people who were attached to me used to stay sick for the next day.
