The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW. The NCVET is responsible for regulating the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

NCVET has also been mandated to carry out following functions pertaining to grievance redressal:
a. Provide redressal to aggrieved person (s) against any listed grievances relating to the functioning of the recognized bodies under the aegis of the NCVET.
b. Require recognized bodies to redress grievances of their respective aggrieved person(s), and providing commensurate remedial actions, including any penalty(s).

NCVET has also been mandated to frame the guidelines on Grievance Redressal Mechanism by stating the obligations of recognized bodies to redress grievances and provide recommendations on establishment of a system of grievance redressal.

In pursuance to the above mandate, NCVET has developed the draft of ‘GUIDELINES OF NCVET ON GRIEVANCE REDRESSAL MECHANISM - 2021’.
This document encapsulates the categories of the grievances which will be dealt with by NCVET and its recognized bodies, the procedure to be followed by NCVET and its recognized bodies for addressing different categories of grievances submitted by the stakeholders. It intends to provide clarity on end-to-end processes of the grievance redressal mechanism. The guidelines also aim to describe the expected / possible outcomes of the grievance redressal.

Comments are invited from the public on the proposed guidelines by 30th September 2021

if skills & scholarships abound & are working effectively ! y reservations y destroying merit ! India has been a nation in hands of experts including constitutional experts tomar universities ! so modi 1ly stayed but did not even act a few cm on India has no reason to be poor & 3rd world country ! institutional destruction of expertise by kovinds Ambedkar's Maulanas gandys in all sphere be it defence ,infra , education agriculture & worse temple resources looted & wiped out .it is now shariah

the cancer of corruption in all spheres of life & 0/100 toppers , Tughlaq collegium parading as the intellectuals & custodian of Dharma is the No 1 grievance .since 75 years . Not one attempt seen to stop this . No learning from any developed nation ! even govt Babu salary Cost to citizens is 10x in India as compared to US/UK. as measured avg income per capita . Fault in genes & India Shari'ah . if u can't do anything declare Indian guran Shari'ah Gandy marji Gandy rule !

time to benchmark services quality & grievances . e/day existing grievance mechanism including ports fin min pmoindia modi we get messages received & in a few hours resolved ? how no clue ! modi sahab follow ur own what can't be measured can't be managed

Besides the topic in question, it would be pertinent to make some points on the grievance redressal. People face problems in their routine life mainly pertaining to civic amenities, cleanliness, health and education et cetera. These are local problems that need to be sorted out effectively at the local level. The ignorant and/or callous attitude of functionaries is a cause of concern. They ought to be sensitized to be a bit more responsive.

Complaints and their redressals are key to good governance. It is felt that the government launches portals/platforms for people to express their dissatisfaction and complaint. The redressal is basically at the field level where the functionaries are the firms/bodies hired by the government institutions. There ought to be a system of proper disposal of the complaint and responsibility fixing for the delinquent.
