Ministry of Skill Development and Entrepreneurship has undertaken an exercise for review and revision of the National Policy for Skill Development and Entrepreneurship 2015. This has been necessitated considering rapid transformation in technology, emerging market requirements, changing global scenario, and evolving skilling and entrepreneurship landscape.

A draft of the National Policy for Skill Development and Entrepreneurship, 2025 has been prepared that aims to provide a comprehensive framework for all skilling and entrepreneurship activities being carried out in the country, and to align them with the national priorities. The aspirations underlining the draft national policy are: scale, quality and inclusion. For realization of these aspirations, key principles, thrusts and enablers have also been indicated. The draft national policy also seeks to establish clarity, coherence and convergence for skill development and entrepreneurship promotion efforts across the country. It also seeks to link skill development and entrepreneurship promotion to the improved employability and productivity outcomes.

To ensure that the revised National Policy for Skill Development and Entrepreneurship, 2025 is aligned with current and emerging requirements, the Ministry of Skill Development and Entrepreneurship, Government of India in collaboration with MyGov invites inputs/suggestions from general public as well as researchers, startups, civil society, and domain experts.

Your suggestions on the draft policy will help in shaping and sharpening the policy prescriptions along with the key deliverables.

Skill development must be made more inclusive, especially for rural youth, women, and differently-abled individuals.The policy must place greater emphasis on future skills like AI, data analytics, green technology, and cybersecurity to prepare youth for emerging job markets. Monitoring and evaluation mechanisms must be strengthened, simply counting trained individuals is not enough, actual employment outcomes matter more. Digital platforms for skilling and mentorship need to be widely accessible, especially considering post-COVID digital transformation across sectors.

During the budget 2025, Finance Minister Nirmala Sitharaman has announced the establishment of Five National Centres of Excellence for Skilling to equip youth with essential skills for global job opportunities. She also emphasized global skilling partnerships to position India as a significant player in international manufacturing. To make the National Policy for Skill Development and Entrepreneurship 2025 truly impactful, it should prioritize last-mile delivery in rural and tribal regions through localized training centers, mobile skill vans, and NGO partnerships. Skill mapping using AI and regional language digital content will improve accessibility. Special focus must be given to tribal youth, women, and persons with disabilities through targeted incentives and support for digital infrastructure. Skilling must be directly linked to job placements via national and local platforms. Additionally, entrepreneurship education should begin at school and college levels with practical modules, internships, and mentorship from industry leaders. By ensuring inclusivity, real-time tracking, and outcome-based models, this policy can bridge the gap between skill and opportunity and help India create a self-reliant, globally competitive workforce.
