Cooperatives are the mainstay of the rural economy ensuring sustainable livelihoods and income for people. There are 8.5 lakh cooperatives in India, out of which 1.77 lakh (about 20%) are credit cooperatives and the remaining 80% are non-credit cooperatives engaged in various activities. The cooperative movement has fostered a membership of more than 29 crores with a network stretching through the entire length and breadth of India. The cooperatives play a significant role in growth and development of various sectors by generating employment and income, for examples - Dairy (1,77,314 Co-operatives with turnover of Rs. 93,556 crores), Housing (28,945 Co-operatives with Loans Disbursed of Rs. 12,711 crores), Labour (46,818 Co-operatives with Membership of 27,30,000), Fertilizers (Co-operatives producing 20% of total Fertiliser in country), Fisheries (20,804 Co-operatives with membership of 32 lakhs), Sugar (188 Sugar Factories with Production of 35% of total Sugar produce), Agro- processing etc. Also Credit Cooperatives are key to ensuring financial inclusiveness in the country by disbursing credit to marginal sectors. These milestones have been achieved through a network of 21 national-level, 390 state-level, and 2705 district-level cooperative federations in the country.

The new Ministry of Cooperation has been set up by the Government of India by notification dated 06.07.2021 with the mandate of realization of vision “Sahakar se Samriddhi”, strengthening of cooperative movement in the country, deepening its reach up to the grassroots, creation of appropriate policy, legal and institutional framework to help cooperatives realize their potential, etc. As one of the major steps to fulfil the above mandate, the Ministry is in process of formulating a new cooperation policy, since the existing policy was formulated way back in 2002. The new policy would address the challenges faced by the sector in today’s world.

The new cooperation policy is being formulated in consultation with all the stakeholders. The Ministry has received many valuable inputs and suggestions from the State Governments, Central Ministries, Federations and Institutions. A national conference with State Governments and the Central Ministries was also held on 12-13 April, 2022 at Delhi. The Ministry is also in the process of holding a series of stake holder consultations for formulation of new cooperation policy.

As a part of this consultation, the Ministry is inviting your valuable inputs/ suggestion for formulating the national cooperation policy under various themes.

Sir, your "PM AWAS YOJONA" may be included in cooperative flat or land who are capable to build flats forming cooperative like me. This scheme is allowed for middle and upper class only without any financial assistance from the govt. ,only concession or reasonable price may be fixed. On enquiry if anybody does a mistake on application he may be a chance to rectify it without homeless after possession.

आदरणीय प्रधानमंत्री जी नमस्कार मेरा एक विचार है! पूरे भारत में कार्यरत( प्राथमिक कृषि साख सहयोग समिति )पैक्स में जो कर्मचारी कार्यरत हैं उनमें एकरूपता लाकर अर्थात पूरे भारत में पैक्स प्रबंधकों को एक समान वेतन और अन्य सुविधाएं दी जाए! जो अन्य राज्यों में दिया जाता है चुकी पैक्स कर्मचारी विभिन्न समितियों का रीड होते हैं यही लोग पैक्स के कार्य को सुचारू रूप से करते और कराते हैं !बिहार में पैक्स कर्मचारियों के लिए सरकार के द्वारा अभी तक किसी भी प्रकार की सेवा शर्त या वेतन नहीं है इस पर ध्यान देने की आवश्यकता है ! 🙏नमस्कार

Sir, it's my suggestions in cooperative movement regarding housing that you are kind enough to distribute house for poor,but if we the middle class general people do some mistake in affaffidavit declaring a clause long back 20 yrs. and seek help from you since 2018, you simply forward to concern state without any action.Your office advised me that it's a federal structure system.Otherwise I may go to court. After rectifying may I not be excused? Why sir you couldn't help me not to homeless from a cooperative Hsg society with your kind hearted machinery yet? A minor mistake can easily condoned by court or other.We general citizen fear to go to court for costing and lengthy periods. At the age of 70 after retirement I exhausted all saving money.Therefore sir please help me before death to remain in a legalised coop flat with your good machinery condoning a mistake in an affidavit declaring myself that I don't possess any coop.flat in regard to distribution of land on cooperative basis

The new policy should be to maximize employment There should be a single buying and selling system nationally. Policies should not change according to the states. The role of the state government should be removed from the co-operative administration. The intervention of the state government and politicians is high. So the central government should shift the co-operative sector to the central list.

Members should simplify admission. The bank account should be as simple as starting. Personal loans should not be subject to third party guarantees. Co-operative banks started for farmers and workers should be barred from joining external members in associations, housing etc. There is a lot of abuse going on.As well as increasing the practice of using agricultural loans for other reasons. Notes on how the loans were spent (seed, labor wages, fertilizer, machine rental), bills should be submitted to the banks. Be a little more careful when giving loans for agricultural reasons.

The New Cooperative Policy should create a foundation for rural business development ecology in the nation and states of the nation. It has to promote a green economy, sustainable development economy, blue economy, climate change, and macro human resource development the facilitating the business environment and training. In addition, the government must emphasise on implementation of business development institutions such as training, networks, and financial inclusions through cooperative businesses ecology supported by the state and central mechanism connected by the policy of employment of the country. Especially, I wish to bring the attention of the government to establish Regional Centres for Cooperative Development & Management equivalent to IIM so that the officials and office bearer get appropriate level of training for coooperative promoiion.
