The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

Clearance to built a road that has no significane for common man. Whereas a small road of about 300 m was not made permanent type as it didnt got clearence whereas it connects all other villages. People dont trust doctor n hospital facilities and even run to capital just for small ailment many have lost lives as they dnt have money to get better facility. People are afraid to raise voice as many work for contractors who are pri members. Tribals want 1 road so that their child reach school

I think government ko minimum price set krne ke sath sath maximum limit bhi lggani chaye taki rates jo hai jada change nhi ho and companies divaliya nhi hoye. Last years dhaan ke price itne jaada high the ki uski payment abhi tk nhi ki companies ne and kaafi to bhaag bhi gyi hai. Isme aadti ke paise faste hai. Farmers ki payment toh on time krni pdti hai and companies cash payment nhi krti so aadti( middle man) hi risk leta hai but ye risk ab bhut bdda hogya hai and companies bhagne bhi lggi h

After dividing FCI functions in four departments. Store Purchase Finance Transportation Start stranthing your store department and try to minimize your transportation expense by build new stores near to railways line. Transportation also important because we seems many times due to less transportation and late in uploading huge of wheat and other grain damage and not upto standard quality. So transportation and stock department should modernise..

I think government should create a central system of all agencies. I means FCI is the head of all other agencies like hefed, nefad, all satate and center government agencies under the FCI. Now FCI will devide in 4departments 1. Storage department 2. Purchase department 3. Finance department 4. Transportation department All roles, duties and responsibilities devide among these and head office should check corruption issues and fair work by giving complain numbers and quick action on corruption

We are talking about loads n loads of projects and schemes but there are few places like the southern most territory of india called as great nicobar island. Its demography was altered by tsunami of dec 2004. Now after so many year when i reached there to work for administration. I found that basic amenities like communication,road,health etc are almost like that of british raj. We are spending crores of money to built road that was washed out in tsunami and it got clearance even though it runsthrough

I would like to share my views for the Railway reservation system. Many changes were made in Tatkal ticket booking system. The regular booked tickets status is known to the passengers few hours before the chart is prepared, actually I would suggest that the status of such ticketing passenger should be finalized before opening of Tatkal counters which will does end the passengers dilemma and will lead to effective and proper booking of tickets.

A second alternate DRIP IRRIGATION SCHEME (DIS) with subsidy is an urgent need of farmers who are not covered by the present DIS because of salt in the water they get from borewells. Even at 1000’ depth water is scarce. Salt blocking Drippers are avoided by use of 16 / 12 mm taps as a workable alternative adopted by 99% farmers for coconut and other tree crops. In this filter and mixing tanks are avoided. Use low cost plastic barrels for mixing. By this method water is conserved and crops saved,

Use the same village name and facility from the which the crops are cultivated. Make available the details in web site. We can have complete track of production and storage and the village in our data base . This will help us in planning and the storage particulars can be computerized and moved to the nearest major cities based on the requirment. We need not dump in FCI godown which is not good enough

Please try to improve the storage yards . If bringing change within state is not possible, Please lease the storage yard within the nearest city . The best option is use the vaccant lands at villages . By this way, we will improve the facility at the village like transport, roads, lighting ( using solar), employement for the farmers or educated sibilings of the farmer.

FCI WILL BE INSTRUMENTAL IF IT IS DECENTRALIZE FROM PROCUREMENT TO DISTRIBUTION CHANNELS. IT IS IRONY THAT MAXIMUM PEOPLE SUFFER FROM HUNGER AND MAL NUTRITION AND OUR FOOD COMMODITIES GET ROTTEN IN WAREHOUSES, FCI SHOULD BE LINKED WITH PDS AND DIGITAL ACCOUNTING OF STOCKING AND DISTRIBUTION WITH REGULATORY AUTHORITY COULD BE MORE MEANINGFUL.
