The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

Vande Matram, Govt has so may plans for the rural population who are below poverty and govt might be spending a lot on it. On the other hand if govt start a project where govt start providing the work to these people, no doubt it will be a business running in loss but that will cut the cost in those plans that are being run for those people. FCI should enter the retail market also. If private operators and foreign companies can profitably run retail chain trade in India why not the FCI ? But FCI's intention should be service rather than profit. Have a retail chain for FCI just like private operators.

All fci to be converted into govt. Mall or selling area.where farmer can bring their food items on a day schedule for direct selling it to buyer..and each village to be provided with a cold store where farmer can keep their stock by paying minimum to govt..and also all sales to be minimum taxed to benifit the govt.

Govt or any employer should be asked to demonstrate how a person can (and should) manage his expenses within his salary to support his family at his place of work without having to take a second job or resort to unfair means and bribe. If the employer fails to demonstrate the adequacy of salary for his lowest paid staff, they should be asked to propose alternative solutions. If it fails again, it should be penalised for the reasons of disregarding basic human needs under the section "Cruelty".

To increase train speed, improve track utilisaiton and reduce travel time, accommodate end to end passengers in few trains of the day, say six train sets running every four hours or so. Passnegers can choose a train from one among these, but not any train. The train should stop after about 500 km run. There should be coaches for the passengers who accept travelling with standing only to cater to 2 or 3 hours of journy in other express trains. This would reduce intrusion in reserved coaches.

the redtapism must be curbed, the FCI officials must take grains from their village , Interested farmer must produce sample of their grains produced and address of their village so that officials may visit to take grains, FCI must publish calendars for blocks and panchayats in advance, it must be published in local news paper
