The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

FCI- more than restructuring please build more godons. people go hungry on one side and on otherside food grains rot /go waste without proper storage. at least for that does not require extra IQ.can take decision at any level. to eat (loot) no problem.from the very begining iam writing at least build more storage capacity. and cold storage simple thing only rational way to price control. build every where before scarcity of land become problem.

Transportation system is to be world class. The use of inland water ways to be encouraged to curtail costs of transportation. The facilities to store perishable goods like vegetable to be build. This will regulate the price of vegitables . Variety of food grains like oil, pulses, cash crops etc to be stored. The buffer stock may be increase in view of changing climate and population.

FCI is the taking care of the food need of India. But this need great revival.corruption and miss management made it real time burden. Watage of food is a heinous crime against humanity. Cheating of farmers cannot be tolerated in India. This institution need to be more professional and transparent. The middleman system to be abolished and corrupt babus to be sent to their actual place ie jail. More and more storage shelter is to be constructed with maintenance of old existing.

विभाग:INFORMATION BUREAU, कर्मचारी: हरीसिंह यादव, पदस्थापना:इटानगर. श्री यादव को माननीय न्यायालय ने बाईज़्ज़त बरी किया है.ऐसी स्थिति में विभाग द्वारा निर्णय लिये जाकर तुरन्त श्री यादव को सेवा में लेकर काम लेना चाहिये था.मगर विभाग के श्रीमान कुलकर्णी की वज़ह से श्री यादव को बहाल नही किया जिससे आज भी श्री यादव निलम्बित है और बिना काम के तनख्वाह ले रहे हैं । ऐसे निकम्मे अधिकारियों को सेवा से निश्चित ही बाहर कर देना चाहिये जिनके निर्णय से एक कर्मचारी को घर बैठे ५०k से ७०k भुगतान हो रहा.

FCI store houses need to be widely dispersed over all states based on product and distribution data. Store houses should be in zones not effected by flood and other natural calamities. Better to have storage's district wise and closer to consumer areas. It is worth investing technology for proper storage and distribution which will ensure unnecessary loss due to storage as seen in the past. Involve NGOs for storages as they are the stakeholders for distribution during calamities and disaster.

Food Corporation means all types of food not only Wheat and Rice. All kinds of Small Grains, Oil Seeds, Pulses,Onions,Potato,Chilly,Tamarind shall be brought under the storage of their go-downs.This is very useful to control soaring prices and black market. MSP to all these will boost farmers revenue and also save damages from rains and floods.

The working culture of FCI must be changed. The employees with authority should be made responsible for the work. They should be penalised if the grains spoil or any unwanted problem occurs. Main focus should be on the development of storages that can store large amount of food and are capable to resist any effects of rain, cold or sun. The functioning of FCI should be made effective by regular audits and strict implementation of policies.

village authorities must be strengthed and the problem in inequal distribution, where one side we are having excess storage and otherside no food for poors and the stored items are either wasted or eaten by rats,must be aovided. local temples are once treated as a storage of excess food grains once upon a time, and proper either scientific, or data based , or natural , astrological predictors must be appointed for finding in which part of the contry
