Current system is not "All inclusive". For every child to be able to be mainstream learner we need to modify teaching-learning & evaluation which should be testing the knowledge of student & not the method of expression. Information has to convert into knowledge so the future of our country goes in the hands of leaders & not mere followers. For this all the subjects should be taught practically according to the pace of child for each subject. This way teachers become facilitators n mentors.

School standards should be based on qualification and no. of teachers. School assessment should not be on the basis of score of students in exam but it should be merely on the basis of score of attendance of students.School management system should be measured by % of no. of leave taken by children in the school.

First of all we need to understand all the entities which are mentioned here. School standards comprises of its infrastructure, quality of teachers and implement of new technology so that the teaching can become more effective and interesting. School assessment must be done periodically and should make sure the quality of education. The management system should be in sync with teachers as well as students. It must be inclined equally at both entity and should be open to their perspectives.

I would like say that if we can try PPP model in education it will help improve education at schools. Nowdays Govt. schools looks far from private schools. People in city don't have money to afford their child to study in private school , but pays for the bright future of their children. Here a PPP model (where land and building by govt. can be given to private management and fee can be fixed by Govt.) This way a middle and lower class' people child can get a quality education in primary level.

to do this, state boards and districts need to have a real conversation and have weekend seminars to create a community document with a clear vision statement and timeline for implementation with a non-partisan moderator. The more this original document gets refined, the assessment, methodology, results will get further defined. Check out online resources like the WASC accreditation program etc.
