A webinar on “Transforming the Health Sector: Union Budget 2021 – Strategies for Implementation” is being organized by the Department of Health & Family Welfare along with the Department of Health Research (DHR), M/o AYUSH and Department of Pharmaceuticals on 23rd February 2021 from 10.30 AM – 1.00PM. The webinar will enable sharing of the key highlights of the budget in respect of the health sector and broad strategies for implementation which build on and leverage reforms, enacted over the past few years. Invited experts will reflect on the challenges and opportunities for strengthening policy reform and implementation and provide suggestions on effective partnerships for positive outcomes. Experts are drawn from academia, research institutions, public health experts, Industry, State health officials, Directors of AIIMS, PGI, JIPMER, NIMHANS, other Central Government Institutions and representatives from FICCI, CII, ASOCHAM, PHD Chamber of Commerce, Healthcare Federation of India.

The key announcements in the Union Budget related to Health Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

1. Pneumococcal Conjugate Vaccine to be rolled across the country
2. ₹35000 crore for Covid-19 Vaccine in 2021-22
3. Supplementary Nutrition Programme and Poshan Abhiyan to be merged and launched as Mission Poshan 2.0
4. Outlay ₹64180 crore over 6 years
5. Support for Health and Wellness centres
6. Setting up of Integrated Public Health Labs
7. Establishing critical care hospital blocks
8. Strengthening NCDC
9. Expanding integrated health information portal
10. National Commission for Allied Healthcare Professionals Bill
11. The National Nursing and Midwifery Commission

There should be a policy bridging the public and private healthcare units. There should be emphasis on providing the solution for Catastrophic health expenditure. Also not much is being done In the field of oral health ,care and hygiene . Also major oral procedures are not insuranced or schemed. Due to pandemic,primary health centres are already overwhelmed due to the public health crisis and face severe shortage of resources, inadequate health services due lack of basic supplies. The country needs more public hospitals and the focus needs to shift from disease management to health management, patient education and prevention.During this pandemic, doctors, surgeons and all healthcare workers have been under tremendous stress.

MATERNAL AND CHILD HEALTH STATUS IS DECLINING and their nutrition status is clearly can be understood by NHFS-5 !This need huge attention as it increasing disease burden. The Pradhan Mantri Jan Arogya Yojana (PMJAY) has no increment in allocation from last year. This was because the utilisation was but 50 per cent within the last fiscal year. The necessity to upgrade and expand public sector ,hospital capacity across the country, to enable greater utilisation of PMJAY funded services.

Latest NHFS survey has brought attention to nutrition status. But still the budgeted expenditure on nutrition sees a decrease within the allocation, though it’s above the quantity actually utilised last year. Merger of existing nutrition programmes into Mission Poshan-2, with an intensified strategy to enhance nutrition outcomes in 112 Aspirational Districts, is welcome but must protected with adequate resourcing and efficiency in delivery.

India has a severe shortage of healthcare workers. There is one doctor for every 1,445 Indians as per the country’s current populatioIndia's share on public expenditure on health as percentage of the GDP is far too low than other countries.India has a “long way to go” to achieve its target of public health spending, its primary health infrastructure is inadequate, and the country faces a dearth of data to track its progress to achieve the Sustainable Development Goals (SDGs) for health by 2030.

Respected Sir, The condition of healthcare system in rural areas is to poor to explain. People have to travel miles for a simple health care problem. In the emergency case they have to spend lots of money for going in hospital situated in big cities. The government should make an arrangement of at least one health centre including doctors, nurses and pathological laboratory in every village panchayat for essential and better treatment of citizens of rural areas.

Sir Health and wellness center must get special focus. Good basic doctors,day by day facilities like lab, ultrasound, x-ray 24hours ambulance service all this will to boon remote areas More so in far off remote areas Thanks sir 😊

While our country and rulers are striving hard to "provide equitable health for all" and working towards the same in providing new facilities, awareness programs, door visits etc, there is massive number of people working towards achieving this. There has to be a strong manpower maintenance policy for this aspect as most of the workers in ground line are not happy with present policy. Here, monitoring implementation of such policies of government is crucial as well to manage manpower.

There is no fund allocated for the welfare of tea plantation workers in Kerala in the budget 2021-22. In Peermede taluk(Idukki district), tea plantation workers are living a hellish life without basic amenities and specialized hospitals. Sir, can you please announce a special health package for them?.
