every ITI, IIT,An Engineer, Doctor , A graduate and technician, i observed the finest Eng inne of IItian can not repair his Car and even a small problem as percentile and knowledge of Books keep away from the innovative idea, road side sitting technician and electrician are more valuable as a Computer Engineer can not repair his or her T.V , fridge and Electronic items but experienced person with Matrix pass can do all .sp cultivate to nurture such talent.need to recognize this wealth.Anil Reja

As a researcher. my experience from 2001 to 2015, with many universities, iam saying that majority Universities and related to departments in India are only interested in using the fund. The universities not recognize research and skill. Majority of all the heads of university, ncert, scert, etc. have zero support for research. So, first make university , NCERT heads who are interested to help the country to reach top in science and technology.

The Indian Chamber of Commerce, representing the major corporates from East & North East India, with significant presence and contribution to mobilizing private sector investments into the North East Region, has offered to the Skills Ministry to co-host a NE Skills Consultative Workshop at Guwahati on any date convenient to the Ministry. The Workshop will provide a regional platform to the Ministry to explain the draft skills policy and elicit the views of all stakeholders before finalistaion.

The new Skills Policy ought to provide for a North East Regional Skills Council, based at Guwahati, to harness the definitive aptitude of the boys & girls from the eight NE States and through skill development tap the rich human capital of our North East. The Council should have representatives from all stakeholders and incentise the private sector to commit to mange the Multi Skills Institutes through active and innovative Public Private Partnership.

It is a fact that each region/State/community across our diverse country has distinct and identifiable forte in aptitudes and skill sets. People from our North East India, with high literacy and knowledge of the English language, have demonstrated a clear skills aptitude for the services sector. suggestions-1 merge M/O HRD and M/O Skill Dev. into M/O Education, skill dev. and entrepreneurship, 2 under 'one work one agency' principle, bring all govt agencies working in various ministries under this new ministry,3 declare that subsidised education after class 12 is meant only for developing self employment and entrepreneuership and persons joining govt after doing subsidised degrees will have to refund,4 develop areas like yog, ayurved, organic farming, biomass which can give jobs

contd. #nationalpolicyforskilldevelopmentandenterprunership GOI may register online record of the books available across the country's LIBs(atal pustakalya).so that books needed elsewhere can be moved as required.This may become a huge organisation totally run and maintained by corporate and social NGOs.

#skilldevelopment a skill of librarian is needed to handle the second hand libraries which can be set up in every village(multiple in towns) to accumulate books donated by the passed students.It may hold old reference books by seniors.these books can be lended at nominal membership charge to students in need .this way people will feel happy in donating and under privilege will be benefitted by the free books and jobs in the LIBs.GOI has to spend 0 in it.frame the idea in rules and handoverto CSR
