Ministry of Skill Development and Entrepreneurship is mandated to lay down a roadmap for Skill development and Entrepreneurship in the country. Developing a comprehensive and holistic policy document is an integral part of the process. This requires a fresh look at the already existing National Policy on Skill Development (NPSD), 2009.

The Ministry has been in the process of drafting a National Policy for Skill Development and Entrepreneurship 2015. Preliminary inputs were called for from all concerned Central Ministries/Departments on the work being done in the skill development and entrepreneurship space along with issues/concerns in the sector. The draft National Policy has been developed based on these preliminary inputs and in consultation with various stakeholders during the course of last six months. It is now desired to have wider consultations on the draft policy to develop a cohesive vision and roadmap for skilling India with speed, scale and standards.

Sir, its all important to impart skills to our youth.its also important to be job creators than job seekers.its also important for the economy wch is in slow mode to pick up and the only forward is to fo something drastic like reduce interest rates, crr cut,and somehow kick start the economy by releasing funds in the market and avoid the credit squeeze in all sectors. Gov't has to prioritize the sectors wch need immediate funds to turn the economy arround. Once again suffice to say need action

1.The government must ensure that skills that are being imparted are relevant and that will fetch the person a job. 2.These skilled people may be used in 'Make in India' initiative. That is a job guarantee may be provided to all or at least most skilled people. 3.The engineering curriculum in most colleges is outdated, the government must ensure that syllabus is updated and specifically the coding is taught in all branch.

And these observation and analysis are based on my experience of trying to run (struggling to run) an ITI (Industrial Training Institute) for last two years at Koderma, Jharkhand in the way, it should be run, rather, the way, they are being run.

22) Both training provider and trainee should get incentive/reward for good performance. Soft loan should be available to entrepreneurs for starting training institutes and the structure of programs should be made commercially viable. 23) Use of technology should be promoted for better and faster productivity and administration

19) Assistance be provided to ITI institutes for the foreign placement of trained students 20) Training institutes should be allowed for Module development for local industries/resources approved by the regulating body. 21) Direct entry of ITI students into first year of engineering program, with some refresher/bridge course would be a great motivation for joining skill training program. 24) Finally, the examination system must be fair and objective, which promotes merit

16) Computer training (in the first semester), Industry visit (in the second and third semester) and industry project (in the fourth semester) be made mandatory for the students 17) Automatic registration of students from ITI in the district employment exchanges for employment in the local industry. 18) Then the Examination/Certification system needs a complete revamp, with focus on the practical knowledge, rather than on the theoretical knowledge (by way of Online Exam/Open Book Exam)

14) The training institutes (both government/private), should have this authority/facility to send, there trainees to nearby industry (both PSU as well as Private) for training and they should not refuse (except for valid reasons). Rather this may be incentivized, i.e. there letter of recommendation should be binding on the local industries for training of the trainees. 15) The entire process of admission to certification should be a time bound process.
