Ministry of Skill Development and Entrepreneurship is mandated to lay down a roadmap for Skill development and Entrepreneurship in the country. Developing a comprehensive and holistic policy document is an integral part of the process. This requires a fresh look at the already existing National Policy on Skill Development (NPSD), 2009.

The Ministry has been in the process of drafting a National Policy for Skill Development and Entrepreneurship 2015. Preliminary inputs were called for from all concerned Central Ministries/Departments on the work being done in the skill development and entrepreneurship space along with issues/concerns in the sector. The draft National Policy has been developed based on these preliminary inputs and in consultation with various stakeholders during the course of last six months. It is now desired to have wider consultations on the draft policy to develop a cohesive vision and roadmap for skilling India with speed, scale and standards.

12) Every penny of government sponsored program, i.e. every penny spend by government, either by financing, grant, salary etc., must be accounted for, in terms of employment provided to the trainees. The purpose of skilling must be achieved, which is employment. 13) DIC (District Industries Center) should be directed to provide free training program in the ITI (final semester) for self employment-EDP, in association with the institutes, in the institute campus.

10) These training programs, in no way should stop somebody, from entering into higher education and learning, rather, it must be linked/mapped to the higher education system, through suitable bridge/refresher courses, as proposed by NVEQF/NSQF. 11) The concerned controlling/regulating body must be competent, should have responsibility and accountability and an effective time bound grievance redressal mechanism.

8) All these programs/policies/schemes must be advertised/widely publicized/ discussed at various forums/debated in the media, so as to create awareness about the usefulness of these programs. The government may allocate a budgetary provision for advertisement and publicity of these programs by way of Seminar/Workshop to be organized by ITI/recognized Skill Training Providers for, which they may be compensated. 9)Make skill training a viable business in a fair way, so as to attract goodpeople

5) Entrepreneurship development/Communication/Computer Training/Industrial Project/Soft Skills Training etc. must be a part of every skill training module. 6) The skilled trainees, must be given a preferential/priority treatment for bank loan/finance for their projects, after a gap of 5-10 Years, after, they have completed their training program. 7) Making the entire process time bound by fixing the responsibility of various stake holders.

3) The student be allowed to take up as many modules, as he/she can, and that too at any point of time, i.e. in the beginning of his career, after employment, after retirement, so that, it becomes a Continuous Skill Development Program (CSDP). 4) Every certificate awarded to him for skill development must be recognized by the industry/govt./sector (nationally/internationally) for the purpose of employment.

1) Every module, should lead to a clear skill/skill set, so as to train somebody for a particular activity, i.e., every skill should be modular and should make him employable in any sector/industry/organization or should help him in getting self employed, by training him for a particular activity/product/process. 2) The training program should be modular, so as to combine several modules together, as and when needed.

The skill development programs in INDIA are in a very pathetic situation, due to years of neglect given low priority. However, this holds the key for masses for there livelihood. Although not very enthused by this exercise of restructuring skill program, still would submit my analysis and suggestions for the same. I have written almost to everybody, but so far have not received any response. My entire idea/suggestions would be spread in more than 10 posts, due to 500 words limitations.

There is a need to revise the curriculum adopted in enginnering instituions and polytechnics.It should be more practical ,in which skill development should be given importance instead of just theoritical knowledge .Industry participation is very important.This can be made as their part of CSR and also they will benefit from the labor they will get and a people will get skills

Fresh graduates arent. Clear what to do. If they get job, they join, or else they go for PG. Let college education have more industry & entrepreneur interaction. Let talent be applied properly - only research oriented students go for higher study. At school level, let there be sufficient field trips & interaction with eminent persons of diverse fields so students know ground reality of different career. Paths & make informed decisions. On career well in. Time.
