I think Private Sector much better then Govt but under the control of Govt .Even i want to suggest you some idea's for it like Govt Should add some practical skill test for student whom complete their graduation if they passed these test then govt give them some reward like job or any one want to start their own business give them loan without interest or with less interest and at same time make penalty on those universty whose students are fail in skill test more than 40% and many more .

It should be a government institute, having management like IITs. We all know the quality of education imparted by IITs, even being a government institute. If we give it to a private organization, first thing they will be interested will be profit out of it, so they may compromise with quality of training to make more profit.
One more sugestion is that we should also involve NGOs llike Bill Gates foundation, Wipro foundation etc.

Skill development should be undertaken by respective companies. They should identify the ares where trained persons are required. Professional bodies be asked to develop tailor made programmes and get experienced faculty to run the same. There is no dearth of experienced persons. Skill development Programmes can also be organised through inhouse HR.

There are several Professional Bodies like the Institution of Engineers (India) which was formed under Royal Charter (Act of Parliament), MGMI, etc of which hundreds of Mining Professionals are Members. As per rules a person retires at an age of 60. His / Her experience should be used to develop the skills of fresh geologists mining professionals. Emphasis should be given to practical education alongwith text book education. Associated areas like Environment, Water management, should be taught.
