If the Govt's policy is of privatization in the mining sector, it would certainly required skilled personnel. This is a very large sector and backbone of economy. Hence in my opinion, Govt. should make mandatory the beneficiaries compulsory investments in skill development. Periodical review of the effectiveness of such investment should only be moral responsibility of Govt.

As per our concern is .it should be semi government with 1 year training .because fully privatization would be very costly . it should be talent base fee structure with good scholarship.

Skill dovelopment exercises should only be taken under Government's supervision. This will increase self confidence of government well as increases people's beliefe in government. Whereas if Private sector is undertaking it, no objection that they will deliver a good profit of it but this will again open a door for a Biased dovelopement & Black Money and also these Private sectors does anything to extract maximum Profit many times injustice too.

-Govt`s until attains status of constitutionally structured, professionally engineered, well interlinked and well conceived transparent e-governance system, should not think of engaging themselves,as governments[on operational system `chalti ka naam gaddi`]can`t deliver either at root level, operation level or in end results. All govt`s program ended up with flop show.
-under prevailing circumstances public sect. can perform as they are under govt lense.
-Pvt sector can make govt behave blind.
