Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

Full-time Members of new Institution should be persons with history of devoted commitment. Those of them who have completed full career in Government / public sector / private sector / profession should not be paid any remuneration; they should be provided only unstinted functional facilities, with unabridged functional, financial and administrative autonomy.

New Institution should undertake concrete measures for fulfilling Shri Narendra Modi ji's commitments to SCs, STs and BCs in his great speech on 09-02-14 at Cochin and other similar speeches relating specifically to SC, ST, BC during election campaign. Programmatic/schematic and legislative measures reqd 4 this furnished to Shri Narendra Modi ji in my e-mails dated 12-7-13, 19-7-2013, 11-01-2014 sent to email osd2cm@gmail.com and on 02.07.2014 at pmh7rcr@gov.in.

New Institution must have Member each from SC, ST and BC and person with comprehensive knowledge of all three. No remuneration for Members who have completed full career. Consultative process reg future set-up must also include above 4 representatives. SC, ST, BC development measures will require supporting legislative measures listed in my e-letters to Narendra Modi ji dated 12-7-13, 19-7-2013, 11-01-2014 sent to email osd2cm@gmail.cm

New Institution must adopt appropriate model for comprehensive development of BCs as in X Plan BC Working Group Report (2001) specially focusing on Extremely backward, Most backward and More backward castes of BCs. Provide sub-quotas for 4 BC sub-categories. Place entire chain from raw material source to market under control of BC artisans and producer communities. Modern education and skill development for BC youth to enter modern sectors.

New institution should provide for meaningful formulation Special Component Plan for SCs (SCP) and Tribal sub-Plan (TsP) and ensure their essential principles are followed. Details sent to PM in my e-mail dated 2 September 2014 to pmh7rcr@nic.in. Essential schemes include agri-land for all rural SCs and STs, Group Irrigation for SC-ST lands, high-quality residential schools, reservation in higher education, qualified teacher in Anganwadis, single window and mentoring for SC-ST entrepreneurs

New Institution must have a core objective of fulfilling Constitutional mandate of Social Equality, i.e., Equality of SCs and STs (and also of BCs) with non-SC, non-ST, non-BC castes or Socially Advanced Castes (SACs) in all parameters through comprehensive Social Justice measures. जिसके कारण ये लोग बारे होने पर दिशा विहीन उलुल गुल कार्य करते है । शराब जुया आदिमें लिप्त हो जाते है| अतः आप से अनुरोध है की कम से कम शिक्षा विभाग सभी सरकारी तथा अर्ध सरकारी विद्यालयों के पठन पठान का देख रेख कड़ाई से करे ताकि बच्चो के जीवन से खिलवाड़ नहीं हो, आप को बताना चाहूंगा जब भी सरकारी स्कूल की तरफ से गुजरा हूँ | कोई भी बच्चा या शिक्षक पढ़ते पढ़ाते नहीं दिखाई देते । और अर्ध सरकारी स्कूल में गुणवत्ता नहीं दिखाई देती|

शिक्षक दिवस पर जैसा की श्री महोदय प्रदान मंत्री जी ने बच्चो को राष्ट्र सेवा का जो ज्ञान दिया ओ हम सभी लोगो को अपने जीवन में लाना चाहिए । जिससे हमारे बच्चे राष्ट्र की सेवा आसानी से करे, इसके साथ साथ प्रदान मंत्री जी से एक हमारी अनुरोध है की हमारे ग्रामीण अंचल के विद्यालय की पढ़ाई की स्थिति को सुधारना होगा क्योकि आज हमारे ग्रामीण अंचल के विद्यालय में बच्चो की नाम मात्र की शिक्षा दी जा रही है जिससे उनका कोई भी मानसिक और कुशलता का अच्छा विकास नहीं हो रहा है |और ये बच्चे को सही दिशा नहीं मील पा रह

It should be a committee of experts from various sectors. They must suggest according to needs of states and central Governments. The planning and announcements for political gains must be stopped. It should also work as a monitoring agency for the central Govt. All the planning should be time framed.
