Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

Planning commission used to be mostly a 5 year plan with some objectives. The modern innovative institution shall consider the keen issues in every state of nation that have immediate attention and shall provide a permanent solution to the issue. Some committees should regularly (once a year) check with the progress of the solution for the issue.

The Planning Commission should be replaced by a body named as "Bharat Nirman Parishad" which is similar to the Board of Directors of a Company or Co - operative Society where the Chairman will be the PM & the CM's of the States will be like the Directors of the Board & they will have equal say. The Parishad will meet once in a quarter where the CM's will give feedback of progress made & monetary utilisation in previous quarter and PM will disburse the money required for the following quarter.

can we educate the grass roots political activists to make the hartals and bandhs more meaningful? can we also give instructions to IAS offices holding senior positions to be available to public for meeting and/or putting up constructive suggestions?

It should be Vision Mission Action based. It should entice engage ordinary citizens to act and implement the vision's mission in an Accountable Manner. All it's communications, proposals should reach common man esp in Villages. It should have it's main focus on and around Villages.

Opt.1 - Hire a professionally managed project mgmt company. It'll monitor all projects/initiatives going on in all states in partnership with Center. Report directly to PMO or Sansad. Opt.2 - setup 1 co-ordination committee wherein only qualified people will be on board. Assign 1 PM for 1 state or 2-3 states for states like Goa. This PM will coordinate between Center and State for all projects/initiatives going on jointly. He'll also coordinate with Finance ministry and concerned ministry's.

Planning Commission replacement should act more like a school principal to see that the money being spent is properly used. Because there is no point doing an audit after the project is over. Its better to remove corruption this way. The new agency should also suggest the optimum use of public money so that quality as well as environment both are taken care of.
