Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

Part 1 of 4: COMPOSITION: Proposed institution should be composed of 11 nominees from center and 1 from each state. All the nominees should have a term of 5 years with 20% moving in/ out every year in rotation. Centre’s nominees should be people of eminence with broad vision and having resided in at least 3 non-adjoining states of India for 1 year or more in each. The nominees from states should be people of eminence with broad vision and deep insight into the state’s strengths and needs.

This is a way to ascertain the nature of their individual problems and understand their priorities for development and not to ascertain their quantum or type of budgetary support required. like HUL, ITC and a host of south based enterprises, some started by enterprising IIM, IIT fresh and IT experienced young professionals. But they are mostly in Karnataka, Kerala, Tamil Nadu, erstwhile Andhra Pradesh, and a few examples in Madhya Pradesh. Here the Agricultural Extension Centres are failing to educate adequately a vast majority of cultivators, farmers and producers in using the best horticulture techniques and practices. The primary problem may be that the farmers and growers do not have enough knowledge or education to utilize the training given. Yes, future can be forecast in a quantified manner. It may go wrong, as we cannot today predict every new opportunity that may be created by reforms in the private sector. Second, when you do Sector Reforms, you never know what kind of latent force you are unleashing. For the present, all of us must try to remove poverty in our country which we claim is food sufficient, so we are no longer ashamed to be Indians.
