Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

One would have to wait up to 9 years in case of Kerala, to get a basic fixed line service or a voice telephone, even in a city. In order to justify any reforms, we were asked to predict what the latent demand for telephone was. We took the classical approach, the well established S Curve for studying demand supply pattern. The best fit S Curve gave us astonishing figures. It showed that the point of infliction, where demand suddenly rises steeply if supply is unlimited, was still 3 years away.

use minimum scarce water resources. And all these outcomes need to be quantified. Is this an impossible task? Not really if the best brains of the country are given a free hand. I wish to give a small example. In 1993 when we embarked on the Telecom Sector Reforms work at ICICI Telecom Working Group, with all of 5 professionals including me, we first confronted the ground reality of that time. numbers of unemployed youth, both employable and unemployable. The Think Tank must also foresee how wars will be fought in 2050. Are we prepared for it? Will war be conventional, as we know it today with infantry and field guns, or take some other shape? Will there be any conventional wars at all or will there be trade and resources wars (energy/water) between Economic Superpowers? What will come after 3D Printing or Additive Manufacturing (AM)? Even this technology, with rising popularity since 2010, has hardly been adopted in India as yet, even for prototype making. How does the Government encourage industry to agree to such dramatic shift in manufacturing technology/process? Will we at all use coal or petroleum? If not, why are we trying to accumulate such energy assets abroad? Is there a strategic angle to this acquisition? What will be our Food/Nutritional needs and source, and how do we become self sufficient in them? For industry, let the new body define what will be their shape and size, their ownership pattern, their needs and aspirations. For the manufacturing sector what will be the technology of choice, what will be the nature of Energy usage? Contd.

what will be their movement needs, how will they move, what will be their eating preferences, what will be their dreams and aspirations, what source of energy will they use and how much, and so on. Their agenda will be long. For example, what will be the value of our currency? What will be the World and Indian Economic Order? What will be our primary energy sources? Is Shale Oil the future? This may have to undergo revisions every 2-3 years, after sanity checks. This is very important as everyday the life span for new technologies is shrinking. Also, initially there may be a need for 10-year plan, as the 2050 VISION may take time to develop. Let them forecast, under different economic scenarios, the per capita income of young India in 2050. Let them address questions like who is the average Indian, what will be her/his likely profession, where will they live and how... Contd.

Defence Production), are already in place. As a proud Indian, I feel confident that India will become the Second most powerful Economic Power (by the size of GDP) by mid 2040s. By then India will also have the biggest market in the world. And this is where a complete restructuring of Planning Commission comes into play. I expect the new Body to be India’s Think Tank. India’s GDP Annual Growth Rate is now unlikely to fall below 5%, even with a reasonable amount of external difficulties and turmoil. Only a total meltdown of the World Economic Order can bring the rate lower. Our system has too many checks and balances. State Bank of India and LIC, the largest holders of equity. I think I was the last Nominee Director from ICICI Limited. NEDFi funds Medium and Small Scale Units and NGOs/SHGs in the North Eastern States. This work could also be taken up by SIDBI and existing Scheduled Banks. It also serves as a disburser of Subsidies accruing to organizations under the NIIPL 2007. There are easier web based payment options today for such disbursal.
