Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

North Eastern Development Finance Limited (NEDFi). The first, NEC, was set up under an Act of Parliament in 1971 (as amended in 2002) to bring about Economic and Social Development of NER. It is a big, bureaucratic set up, with Chief Ministers of 8 NER as Board Members, but serves very limited purpose. DONOR could take up most if not all of its functions. Emphasis should be on setting up power plants and cement plants, and not “taking” the raw commodities “elsewhere”. This I say notwithstanding the difficulties faced by OTPC, the Gas based Mega Power Plant of ONGC which cannot produce power at full steam as the transmission system for evacuating power to power starved North East states is way behind schedule. Few suggestions for Income Tax Reforms:. 1. Basic exemption limit - NIL 2. Up to Rs.1 Lac - Tax Rs.100/- let it be voluntary. 2. Between 1 to 2 Lac Tax Rs.500 3.Between 2 to 3 lac Tax Rs.5000 4. Between 3 to 5 Lac - Tax Rs.20,000 5. Beyond 5 Lac - Tax as per the wisdom of finance minister. 6.As soon as a person's tax payments exceeds Rs.10,000 in his life time, he should be given free life insurance up to Rs.50,000/- 7. More incentives can be added as tax payments of a person increases

The Border States also suffer from continuous inflow of infiltrators from neighbouring countries. The so called Insurgency is mostly about unemployed youth trying to feed themselves and their family. In my 20 years of repeated visits to the North East, I have understood that Tourism should be their primary focus area, blessed as they are with natural, scenic beauty. Thus more roads, railway lines, strengthening of their power distribution and transmission networks, and communication backbone are required for overall development and to create jobs. What the North East lacks is proper work culture and project/scheme execution skills. These need to be developed with sustained effort. The same holds true for schemes like Mega Food Park and Electronic Manufacturing Hubs, all started with the best of intentions. Yet the Ministries get caught in another GoI/Planning Commission diktat. For every Central Plan/Scheme, 10% has to be allocated to North East and a few other hilly/difficult states. The needs and issues of the North East states are very different. For them the focus has to be on creating proper access, both physical and virtual. Contd.

If there is any monetary allocation involved, all the states, irrespective of their needs, make a mad dash for Delhi to get their share of allocation. Take the case of Integrated Textile Parks, founded under the SITP Scheme. The idea was to promote more production of textiles and apparels in the country and create more jobs. However, I see no logic in setting up an Integrated Textile Parks in each of the 8 states in North East. Contd.

Time has come to recognise that the needs, priorities and aspirations, as too the problems of every state, are very different, hence best known by the individual State’s Legislature, its Planning Board and its people. One size does not fit all. his becomes particularly true when the Central Government plans any specific Scheme to emphasise any segment of economic activity that the Centre or Planning Commission feels is a priority for the country as a whole. private sector in provision of basic and cellular mobile services. Later I interacted with the Commission on Food Processing, milk production in India, Power Sector (Distribution) reforms etc., through the various Ministers in Government of India. I am in total agreement with you that this highly bureaucratic Commission needs to be replaced immediately by a new, dynamic, visionary Board with absolutely new terms of reference and focus. I have had the occasion to interact both directly and indirectly with the Planning Commission on a variety of issues over the years. The first was when I led the Telecom Working Group of ICICI Limited (a body appointed by Ministry of Finance in 1993 and overseen by the erstwhile Telecom Commission.
