1. STOP SPENDING MONEY WITH THE NAME OF DEVELOPING POOR, SINCE INDEPENDENCE THIS IS GOING ON AND IT WILL NEVER END. DEVELOPING POOR SHALL BE A SOCIAL / CORPORATE RESPONSIBILITY, IT SHALL NOT BE THE DUTY OF GOVERNMENT, THAN ONLY THERE ARE CHANCES TO GET GOOD POLITICIANS, CORRUPTION FREE ADMINISTRATION/POLITICS WILL FORM IN COUNTRY. 2.FIX A AGE , AT WHICH EVERY ONE SHOULD STOP WORKING/DOING A PROFITABLE JOB, LIKE THE OLDEN DAYS "VANA PRASTH ASHRAM".3.MAKE e ATTENDANCE MANDATORY AT ALL GOVT.OFFICES

Salaried class are quite tax compliant since it tax is deducted at source. No point in hounding them for small unintended errors.
To ensure compliance, some big fish need to be made an eg. of-- criminal politicians, corrupt corporate bigwigs, popular personalities -- should be prosecuted and indicted. Eg. big names who have been caught during the recent demonetisation drive. Then the general public would believe that the Govt. is serious and committed in rooting out non-compliance.
