The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

In tv channels and Govt`s are saying we are following Lockdown strictly. but i am seeing from day one most of the people (daily workers) are running behind Vans and Auto for food packets on roads. If govt. provides food to all of these people through Anganwadi by giving rice and some groceries for these days in schools and some functional hall as shelters and that to we can avoid group donors crud (political gatherings ) in this time gathering at places also we can achieve 100% lock down.

For mankind survival KOODU, Gudda, Neeru are essential. Weaver are producing GUDDA . Therefore we need to protect them and safeguard them . Wavers are procuring clothes on hand looms and much people are depending in this sector. To strengthen this sector we need to implement, incentives, production oriented prizes, award for quality, loans for low interest, forming & strengthening the societies, insurance, compulsory usage of hand loom products, stall and exhibitions

Handloom production and utility services are more useful. Today CORONAVIRUS enemy and human society are more important thing. This time around world health important thing. Handloom clothing and Mask products are valuable for human health and safety services. Masks Utility can be best per moment and per time to human society. Cotton Handloom cloth is very important to make mask. World health ORGANIZATION has been greatly guidance for use of clean clothes and mask. utility good.

Dear PM I have wriiten twice about this already. I live here in Germany and would like to open a Khadi store here. I am very sure that Khadi will resonate with Europeans. With a little guidance from our govt we can do this. Infact there is a fake company here which sells under the name "Khadi",they sell similar products but are a privately held German company. Please give me a chance to serve our country. I am a professional scientist in the industry but would love to do this instead. Regards.

In order to provide financial assistance in an integrated manner to the handloom weavers and strengthen the design segment of the fabric, Government of India had taken new initiatives in addition to ongoing other schemes and programmes by launching new scheme, namely, Deen Dayal Hathkargha Protsahan Yojana and set up a National Centre for Textile Design (NCTD) recently.

The Handloom Export Promotion Council (HEPC) is a statutory body constituted under the Ministry of Textiles, Government of India, to promote the export of all handloom’s products such as fabrics, home furnishings, carpets and floor coverings. HEPC was constituted in 1965 with 65 members, and its present membership is about 2,000.

The export of handloom products from India was valued at US$ 343.69 million in FY2018-19. In FY20 (till November 2019), the exports stood at US$ 226.05 million. In FY19, the US was the major importer of Indian handloom products, with estimated purchases of US$ 93.94 million, followed by the UK, Italy and Germany at US$ 17.77 million, US$ 16.47 and US$ 14.65 million, respectively..

As per the Third Handloom Census, Government of India, nearly 27.83 lakh handloom households are engaged in weaving and allied activities, out of which 87% are in rural areas and the remaining 13% are in urban areas.
