The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

इन 500 शब्दों में कोई कितना सुझाव दे पाएगा..? फिर भी.. 1)औपनिवेशिक काल में हथकरघों, बुनकरों के पतन का मुख्य कारण को ध्यान में रख कर उसकी पुर्नावृति से बचाना. 2)मौजूदा समय के अनुरूप कारीगरों को मजबूत प्रायोगिक जानकारी दे कर उत्पादन सह गुणवत्ता उपलब्ध करवाना. 3)उद्योग में बिचोलियों के बीज के लीये अम्लीय ज़मीन बनवाना. 4)उधोग स्थापना से लेकर बाजार मांग पूर्ति,प्रत्येक इकाई में पारदर्शिता के साथ आधुनिकीकरण और सशक्तता अपनाना. 5)हर हाल में इसे लूट और बोट का मंच बनने से बचाना। प्रणाम

increase training, course, jobs at rural areas instead of cities. Fashion designer, advertising in TV, fairs(mela) in cities. public private partnership in investment and create market for purchase. (more income- attract more investment). rules banning plastic and it's products will helping in replacing with handloom products. all government institutions, hospital, office & company should purchase from government depot. annual coupon for government employees to purchase from handloom..

the industrial products will stay good only maximum for 1year, quality will wear off after 6month etc. it's their strategy followed so that people continue to purchase. the local brand is good quality, home grown, by heart prefer swadeshi products. cotton give farmers life, free school uniforms, replace plastic bag, jobs, environmentally friendly, advertising products by fashion designer to world, cotton seed oils, rojgaar for handloom Weaver, coupon for employees to purchase handloom products.

One more incident .... In my early age when I go up ... people use to make many handloom things not fir commercial purpose but for there wedding...but it sad but really ...now they stop doing this...may they find much better... But they don't have the value of it...may we can do a one thing in govt schools where food is provided ...we can use it...I don't know the name but it use for store roti and chawal ( dhak-ya may be )

It is to necessary bcz...in my view it was directly connected with over beautiful culture ...the area where I am.living..here 'bandhani' is very famous ...like Wise...every city has its on speciality...I think use of this things in mazor sectors..like (duppatta of bandhani) made compulsory in schools for girls after 8th class...or for teachers to wear saries of bandhani...I think this is how we promote it...and if bandhani supplied in whole India...then it's provide huge job..

Respected madam, I am Yogesh Nakhare Citizen of India wants to give you history about relation between textile industry and my city Solapur, Maharashtra since 18th century 9 spinning mills are operated up to 20th century around 100000 workers working on these mills in 3 shifts. But due to unavoidable political reasons, political interference and our corrupt politicians these mills unexpectedly shut down. Due to this my city and workers in city were fully unemployed. 5 to 6 lakhs population

sir there shall be compulsory dress code for certain National Events like 2nd Oct, 26th jan, etc, wherein wearing of handloom cloth shall be made compulsory like in Armed Forces dress codes are there.

Handloom must be promoted and understood as an affordable luxury. India has the most diverse handwoven textile tradition and we must ensure that the weaver benefits economically to continue it. With competition from cheaper, mass-produced, mill-made textiles, handwoven fabrics need a premium value and aggressive marketing.
