The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

Dear Sir, I under signed Shri.Vijaykumar.G.Bagoji professionally advocate from Bengaluru, Karnataka. Weavers are facing lot of problems.If yourself directs the concern officials to look after the above problems immediately, we are ready to assist them (voluntarily) in resolving the above problems at this time. If the Government Purchases the Sarees from the weavers and provide the immediate financial assistance at this time it very much help to the weavers. Thanks and Regards

India is ancient country, handloom and textitle industry is a old industry.many population is is is work.Today postion for this industry seeked due to many reason i thinking devolop handloom sector for branding and quality product.Govt support for handloom sector provided bank loan and marketinking.

शिक्षा और संस्कार में अंतर होता है। अध्यापक शिक्षा दे सकते हैं, संस्कार माता पिता और परवरिश से मिलते हैं। हर शिक्षित व्यक्ति जरुरी नहीं कि संस्कारी भी हो। आपको मेट्रो बस आदि में धक्के मारकर आगे निकलने वाला शिक्षित भी मिलेगा और अपनी बारी का धैर्य पूर्वक इंतजार करने वाला अशिक्षित भी।

हम एक साथ ही तो नहीं खड़े हो सकते। हर स्थिति में विवाद होता है। अगर खड़े होने का समय आता है तो पहले इस बात पर ही बहस होगी की खड़े होने की जरूरत है कि नहीं। फिर भी कई लोग बैठे ही नजर आते हैं। राष्ट्र गान के गाए जाने पर भी जब विवाद उत्पन्न हो सकता है तो फिर समझा जा सकता है कि अन्य अवसरों पर सब कितने साथ हो सकते हैं

41 positive cases reported from one building in Kapashera in Delhi. What is more shocking that it took more than 10 days to get the test results of these cases. So, for 10 days these 41 persons kept spreading the virus to how many persons is unimaginable. Are we figthting war with corona or have given it up already. Sir, there is huge outcry by some persons that arogya setu app will hack their personal data but they are using face book daily and they have no objection to the use of face book is not understandable. if govt. made setu app mandatory for employees then it is for their best health care because employees usually work in offices and particularly public dealing officers has great risk of corona infection and if this app alerts them then but is wrong in it. even conman man should use it.

Sir, Most of the banks have written off the loans of huge defaulters like Vijay Mallya, Mehul Choksi, Rotomac Global Ltd. etc. from the books till 30 Sep.19 now it is to be clarified that is it a reprieve to them in the multiplication in int. up to this date and also and what will be the impact of this written off in near future in the India Economy and it is suggested that RBI should freeze the assets and also disclosed whether they will liable the amount with int. till sep 19 or onwards too.

Sir, in last couple of years we have seen that after getting huge loans in crores by Mr. Malia or persons like Nirav Modi left the country and are enjoying at the public money. where as a conman man who takes petty loan is harassed. Since RBI is the watchdog so govt. should made it necessary that in case of any loan above one crore the satisfaction and approval by the RBI in consultation with govt. is must. As after scams RBI also pass the buck on bank management so it is necessary to do it.

Sir, old persons are always unwelcome by the family and also they are worst sufferers due to stoppage of pension w.e.f. 2004. Pension is the safe Armour for them to get help with the money coming easily to them as a pension but due to stoppage of pension whatever cash is given that has been either snatched by family members or they utilize in marriages etc. of their children and when they are penny less they are ignored so govt. should revive pension policy to give protection to Sr. citizens
