If Central Government can stop State Governments from levying just Profession Tax, LBT and Octroi, you just cannot imagine how relieved from daily harassment the Small Traders will be in all the states across India. Prime Minister and Finance Minister should seriously consider this and divert this workforce in these departments for some productive purpose. There is no point in forming committees etc. for abolishing these levies. It should be done immediately. It's high time now. These are .....

Education on Hindu Sastras and 'better living condition' will help to encourage Skill Development. If poverty & under-developed living condition prevails then skill traits have to diminish; if poverty plays havoc then people cannot live happily; If level of happiness and satisfaction is more then work culture & work output has to improve & if work output will improve then every individual in every sector will be interested to acquire & show their skill. Skill Development is spontaneous practice.

Corruption & dishonesty is in every government office, be it in Central or State Govt., Skill Development should start from here involving all the MINISTERS, IAS, IPS, POLICE, GOVT. OFFICIALS AND STAFF. During Congress Raj one thing has been taught seriously & that is to be dishonest and corrupt. So, the in-built system has to change. BHAGWAD GITA, VEDAS, UPANISHADS, MAHABHARATA should be taught from schools compulsorily. Through these Hindu Sastras all types of Skills can be easily developed.

Sir, as per my point of view incentive structure encourages development of skill in our youth. Sir after study of Developed country's , our Government can introduced the National policy for skill development which consisted of two main components: a fund to finance employment creation projects in the short term (Initiated by Private sector) , longer-term process undertaken by Gov. and the Responsibility should Given Gov Agency or Any Financial Institutions, Proper Fund for ITIs as Scholarship.

Central Govt. may consider formation of special cells in CBI for pulling out black money throughout the country directly with officers from IT, ED and other related agencies & may bring an ordinance to this effect
