please make full use of the IT systems available today. Believe me Sir it will make all govt. employees even they are in millions, to clock in on time and deliver the efficient quality services. They will not be able to skip the time stamps put on the Grievances, complaints, Trouble tickets and any other kind of services requests submitted by the citizens online or otherwise. It will time bound and there will be always someone responsible for the open/undone work.

There is one another peculiar issues relating to our MEA, MHRD's Higher Education department and our Embassies. This is again regarding the scholarship that is provided via these agencies to Indian students studying abroad. I don't know about other countries. But in China, Indian govt's scholarship is provided at times after one year! This is completely illogical. I don't know how many of those staffs who sanction these scholarship would be able to come to office if they get salary once a year!!

The beginning could indeed be from directly providing internship and project opportunities to IR researchers in India's International studies centres based across the country. I am currently in China and have been in Jawaharlal Nehru University earlier. I wrote to the MEA's East Asia division last year for internship. Forget offering any opportunity, they did not respond to my email either. That despite the fact that their website invites internship. Don't know whom they let intern with them!!!

We keep talking about improving our expertise base of IR researchers. And despite all the talks, all that we have is an old generation of 'experts' all based mostly in New Delhi. Why cannot the government make our foreign ministry more open and interactive with the next generation of researchers. There is a serious need to provide real first hand training to the best of researchers in these matters.

In foreign VISA offices,in UK, the emphasis is on best assessment of actual state of affairs. Very straight forward they have been. Once they feel, the case is genuine and deserves sympathetic approach, without hassles, this is provided.Of course the paper works must be complete. No bribe business at all. In India, the local passport verification officials most often collects money without receipts. Or money beyond receipt amounts,as if this is in order, since applicants are oft in time pressure

Indian High Commission in Uganda... -Need to open the office as per country's official hours so that we can get our works done during oneday. In Uganda, Country office timing is 8.00AM to 5.00PM but our High Commission opens at 9.30AM and closes at 12.30 PM. -They charge high fees for attesting a simple documents..attesting a document should be free of charge -Officers need to entertain public very politely. -Service needs to improve..like renewal of passport should be completed within 10-days

Indian Embassy Edinburgh: No Smiles on their faces, Bad customer experience, not helpful at all, rude as any other admin. office in India, all effort to find errors and harass only. There should be online feedback system for each service they provide or for each unique customer visit by generating a unique online feedback code for each customer visit.

I don't know who will moderate this post and how it will reach the policy matters. After watching for nearly 5 months, I finally decided to participate on myGOV more actively. My personal experience with Indian Embassy has been just once and though it did not lead to a positive result, I would describe it as coordial. In any case, what I do not understand is that why Indian students pursuing international relations from Indian universities cannot be directly sent to embassies on internship.

Scholarship diplomacy among others by Indian Embassy is what is greatly needed. I am in China currently and despite all my doubts about China which indeed remain intact, the professionalism followed in giving me a student visa was simply too good. Indian embassies are not known for great service. What if they become an active and reliable partner in what I call 'Scholarship Diplomacy' - give more scholarship to students from across the world to pursue education from Indian universities.
