Special care should be taken in solid waste management in metros. More funds should be allocated for scientific disposal of wastes. A very special should be given for managing e-wastes and medical wastes. The budget should give a proper allocation for the same and the implementation should be all inclusive and the state government should also be made a part of it leaving away political differences. This can go a long way in achieving SWACHA BHARTATH and also proper segregation of waste

Social security of the employees of private sector should be at top priority.The max.limit of pension after retirement should be 50% of last drawn salary (Basic+grade pay+DA). PENSION should be calculated as per EPFAct last salary drawn(monthly )*no. Of. Service years/30. The more nimum amount of pension should be calculated by taking CPI into consideration but should not like present amount .The education cess on income tax has no use. It should be converted into child health care tax .

In a developing country there is a huge need for employment, if the government can arrange a part of budget for the young entrepreneurs, the unemployment can be reduced further. To kill corruption each and every transaction should be single window transaction. Then we can expect a hassle free and corrupt free transaction.

Governance vs Execution(contd): the govt. should on-board proven and highly recognized intellectuals and institutions in the respective fields to advise and help them upgrade. Execution is best left to autonomous public and private sector companies, rather than by the government, for want of poor governance.

Governance versus Execution: One of the pre-election slogans of the BJP was that the Govt has no business to be in business by itself. - a very astute and appropriate statement indeed for India. One of the major causes for corruption in services and products rendered in India is poor and obsolete regulatory frameworks, standards and compliances. There is plenty of work for every department in every ministry to clean up and manitain these aspects of governance up-to-date.

Have a personal / corporate tax depending on individual asset valuation at particular date in financial year. It can be a very small fraction say 0.01 %. If somebody has declared assets of total 1 crore in his name on 31st Dec he will have to pay tax Rs. 1000 which is very reasonable.

CSR of automobile companies should be streamlined. The CSR spending of the auto manufacturers should be directed towards checking the emissions of the automobiles sold in the subsequent years of sales. This should be done free of cost or at a discounted rate through their respective dealers. This can lead to lesser emissions and check air pollution caused by the aging automobiles. Thus this can keep a tab on carbon emissions and this can lead to greener environment in the run

Garbage management and recycling: Every state should have an Institution setup and tasked with the responsibility of Garbage management and recycling with the mandate to operate as a profit centre. They are welcome to achieve this mandate either organically or by outsourcing this mandate through competitive bidding to private companies.

Policy to promote companies to setup up offshore wind power farms to generate power at higher efficiencies must be introduced. Similarly every state enjoying a coastline should be empowered to promote setting up 1-2 desalination plants that can store and supply drinking water to its citizens across its cities and town. This can offset the onerous dependence and litigations involving river water, especially in the southern states where rivers are fed by non-perennial sources.
