Linking subsidies to population control measures is the most important measure to regulate the effectiveness of subsidies. Given that subsidies are highly aspired for by the poor and lower classes and will remain a need forever, the govt. should be bold enough to use subsidies with a carrot and stick policy. The poorest compliance to population control measures comes from subsidized citizens and it is highly imperative upon this and all subsequent govts. to enforce this cardinal rule.

Have cess on Petrol / Diesel instead of TOLLs for all Highway's and state roads except Expressways. You can give cess revenue share to states for their roads. This will will avoid waiting time and fuel at Tolls. This is perfectly right as those who use roads use Petrol/ Diesel. Also have Highway police stations at the present Toll Booths.

Although it is mandatory to mention the price of each product which is for sale. But it has been observed that most of the products are sold without any defined or pre announced discount thus leaving the customer to the mercy of traders. Even some of the products like ceremic items, bath room fittings etc are sold through pre-printed books indicating prices with models, Kindly make it mandatory in budget to mention actual sale price valid for invoicing and discount should be pre announced .
