The Panchayat level is the grass-root level of political power and the most decisive area of mobilisation of votes for any political party. Money has replaced ideology as the motive-power at that level after centuries of organised corruption since the British imposed the Permanent Settlement Act (1793). For the rural population, it is natural that they must pay the empowered official to get any service or aid. They ascertain the prevalent rates before they venture to obtain the service or the aid. The empowered officials, being the suction-nozzles for corruption money that is partly pumped to higher levels, understandably prefer to avoid direct contact with the beneficiary and a streamlined process is in place, run by commission agents and they handle all personal contact as required. This is now a traditional part of rural economic activity, growing as the funds allocated to rural development grows. Any disruption in the process would be set right by blood-curdling violence.

बापूजी की पंचायती राज की संकल्पना पूर्ण करने के लिए प्रयास तो किए गए लेकिन......उस स्वप्न को सही अमली जामा पहनाने में हमें सफलता प्राप्त नहीं हो सकीं। क्यों आखिर क्यों? महज इसलिए कि अधिकांश पंचायत सदस्य गांव की मिट्टी की उपज नहीं शहरों की तिकड़मी चालों का प्रतिबिंब हैं। शहर में निवास करने वाले व्यक्ति जिनकी एक दो एकड़ भूमि गांव में पड़ी है या जिन्होंने खरीदी है वो शहर में बसे बसे गांव की कमान संभालते हैं और फिर चल पड़ता है अनियमितताओं का सिलसिला। शासन को हस्तक्षेप कर यह सुनिश्चित करना चाहिए कि गांव की कमान गांव के ही पुश्तैनी निवासी के हाथ में होना चाहिए।

Please take steps to make all the villages’ self- dependent on sustainable energy by 2047. Make each house self- dependent on solar energy for its electricity requirements. Make each house as a unit of production which produce goods or render services towards our GDP. This will definitely help in improving the standard of living of rural population. At panchayat level projects should be made to make this happen by 2047. All villages need to be completely digitalised in all respect.
