सामाजिक पहुंच और साम्यता का मामला काफी जटिल है। हालांकि, लाभवंचित समूहों जैसे अ.जा., अ.ज.जा., मुस्लिमों, बालिकाओं और विशेष आवश्यकता वाले बच्चों तथा सामान्य जनसंख्या के बीच औसत नामांकनों के अंतरालों में कमी आई है, ऐतिहासिक दृष्टि से लाभवंचित और आर्थिक रूप से कमजोर बच्चों के अधिगम स्तरों, जिनमें सीखने की समझ बहुत कम होती है, में अभी तक बड़ा अंतराल है। व्याोपक और बढ़ते हुए अधिगम अंतरालों ने नामांकन क्षेत्र में प्राप्त समानता के लाभों को खतरा पहुंचाया है क्योंकि अधिगम के कम स्तरों वाले बच्चों के पढ़ाई बीच में छोड़कर जाने की संभावना अधिक रहती है। हमें स्त्री-पुरूष और सामाजिक अंतराल कम करने के मौजूदा हस्तक्षेपों की जांच करने तथा प्रभावकारी समावेश के लिए केन्द्रित कार्यनीतियों को पहचानने की आवश्यकता है।

First gov should irradicate this caste system of Sc St Obc general and stop injustice to open category but poor students . many of sc st are now rich but still enjoying reservations ,concession s . I strongly recommend a income based system .A sc category student whose father earns 25000 per month has to pay ZERO fees to engg college, and a poor family obc or general student pays 60000 in college. Instead sc student earns more by getting scholarship. THIS IS ONLY FAULT OF OUR SYSTEM.

Sir, there is a distinct lack of schools, training centers & teachers for children with special needs. Irrespective of the severity of the disability, such children are categorised as "dimwits" / dull and hence any furtherance of their education is abandoned both by family & ill-equipped school. Few private organisations do work in the area of Down's, ADHD etc. Also, physically or vision / hearing impaired children & their families face an uphill task in finding suitable "normal" schools.

Continuing...... 4. Government currently partners with private companies who have money to set up aided schools or run PPP. I wish to propose that if any IIT or IIM graduate wants to set up a school, government should provide free infrastructure including land for them and let them run the school. Details can be charted out but it shall create a huge pool of education leaders within next 5 years.

Few important points to be considered in the policy framework - 1. Restrict the number of boards in India to only two -> Urban Board and Rural Board. (Language independence can be given to State) 2. Implement a Yearly Education Survey by an independent party to understand the gaps in education at ground level. ASER report can be a starting point. 3. Independence of implementation of the education guidelines or syllabus to lie in the Principal's hand who shall work like a CEO for their school.

The main issue, I feel is not illiteracy, as pointed out in the ASER reports, but the lack of proper learning outcomes. The deterioration of quality in the lower level education is getting reflected in the higher levels.The deliverables of the education system should be people ready to face the challenges of the world, but not ones who reproduce what is there already in the text book.

The whole gamut of problems in India is bcoz of ILLITERACY. If India has to change to better and be WORLD LEADERS, we need educated citizens with right mindset. Knowledge, skills & mindset can only be nurtured at Grassroot Level. Our only motto of education should be to create Better Human Beings. Qualifications are mere exaggeration. Education system should create assets and not liabilities. Jai hind
