The promotion quota in IAS from state civil services is 33%. In a state like Rajasthan officers do not get promotion in IAS even after completing 30 years of service. This generates despair and frustration among officers. The present quota should be enhanced to 50%. The availability of experienced officers would be conducive for governance.Timely promotion would mitigate their disappointment.

Each parliamentary constituency should have a dedicated cell in PMO handled by IIM graduate with exclusive email id, so that anyone can send their suggestions, grievances directly which can be coordianted with concerned office for resolving. It will strengthen the connect and enable these intellectual persons to be part of nation development activities. Govt will get access directly to interact with the people since each area has different issues which needs to be addressed differently.

All subsidies should be alloted through bank account and through smart cards.

Change the head of account from salary and give name tax from people.atleast govt servants will remember this at the time of disbursement.
